| The transformation and upgrading of the social economy has put forward higher requirements for the quality of vocational education personnel training,and the integration of industry and education in vocational education has also received much attention.The Chinese government has formulated a series of policies on the integration of industry and education to promote the gradual and in-depth cooperation between schools and enterprises in vocational education.Policy implementation is the key link to achieve the expected objectives of the policy,and the implementation of the policy on the integration of vocational education,industry and education is of great significance to promote the development of vocational education.A survey and study of the policies on integration of industry and education formulated in China since 2012-2022 and their implementation effects aims to improve the effectiveness of the implementation of policies on integration of industry and education,improve the policy system of integration of industry and education,and enhance the level of training of technically skilled talents.This study uses literature analysis,questionnaire survey and content analysis methods.Firstly,27 policies on integration of vocational education formulated at the central level since 2012-2022 were collected and systematically sorted out in terms of policy-making subjects,policy types and text contents,and the current situation of the implementation of integration of vocational education in China was observed through the current situation of the development of integration of vocational education in Hebei Province.Secondly,a questionnaire survey was conducted among employees of enterprises,teachers and students of vocational colleges to understand the situation related to the implementation of the policy of integration of industry and education.Finally,the Smith Policy Process Model was used as the theoretical framework to summarise the current situation of the implementation of the policy of integration of industry and education,analyse the causes of the policy implementation problems,and then propose optimisation strategies.The results of the study show that there are problems in four aspects of China’s policy on the integration of industry and education: the policy itself,the implementation body,the target group and the implementation environment.The shortcomings of the policy itself,the complexity of the implementation subjects,the attitudes of the target groups and the constraints of the environment are the causes of the problems in the implementation of the policy of integration between industry and education.In response to the identified problems and their causes,this study suggests that the implementation effect of the policy of integration of industry and education can be improved by improving the scientific nature of the policy text;optimising the effectiveness of the implementation subject;enhancing the identification of the target group;and creating a favourable policy implementation environment. |
