Abstract/Summary:
Talent evaluation,as the foundation and key of talent development and management,is highly valued by the party and government departments at all levels in our country.Since 1994,the country’s party and government departments at all levels,industry associations,etc.have issued a series of talent evaluation policies to guide,standardize,and promote my country’s talent work.Exploring the changes in these talent evaluation policies can reflect the government’s efforts to a certain extent.The change of ruling ideas in the field of talent evaluation.Therefore,it is of great significance for the construction of our country’s talent evaluation system to use the more mainstream policy literature quantitative methods in the field of policy changes at home and abroad to explore the evolution of my country’s talent evaluation policy.Based on the theoretical framework of the policy paradigm,this research takes635 documents on talent evaluation policies issued by the state from 1994 to 2020 as the research sample.Through the bibliometric analysis method,the research finds that the first stage(1994-2005)of my country’s talent evaluation policy focuses on reforms.Talent evaluation methods,establish a scientific evaluation system for all kinds of talents.In the second phase(2006-2015),the focus of the talent evaluation policy shifted to the evaluation of talents at all levels,advocating to give full play to the enthusiasm of the enterprise,innovate the talent evaluation system,and optimize the talent team.In the third stage(2016-2020),the focus of the talent evaluation policy is on the innovation mechanism,emphasizing the classification and evaluation of talents,highlighting the diversification of the talent evaluation system,and introducing relevant policies for high-skilled talents,scientific and technological talents,and scientific research talents.In short,the quantitative analysis results of the three-stage policy literature show that my country’s talent evaluation policy is constantly adjusted and perfected to adapt to the changes of the times,and has strong adaptability and creativity.Using the framework of public policy analysis to summarize the characteristics of my country’s talent evaluation policy system,it can be attributed to the transition from a “loose type” to a “scientific type”.As the country pays more attention to talent issues,the goal of the talent evaluation policy is gradually clear,and the policy is issued.The number of subjects has gradually increased,and the interaction and cooperation between policy subjects have been increasingly strengthened,and the cooperation model with a small number of departments as the core has become the mainstream.At the same time,there are still some problems in the evaluation of talents in our country.The main manifestations are: the advantages of the party’s talent management system are not fully utilized,the degree of rule of law is not enough,the internal coordination of the system is lacking,and the improvement and development of evaluation subjects,standards and methods are not in place;The management system is loose,there is a lack of professional industry talent evaluation institutions and practitioners,the human relationship culture affects the construction of laws and regulations,and the evaluation results are lacking in application,etc.These problems should be resolved from two aspects: system and practice,so as to promote the sustainable and scientific development of talent evaluation in our country.
