Compulsory education public service is an important part of public service,which is not only concerned with social fairness,but also to the well-being of the people and the rise and fall of the country.Because compulsory education has the characteristics of compulsory,public welfare and popularization,its property and benefit range determine that the government undertakes the main responsibility of supplying compulsory education public service.In recent years,the government in promoting compulsory education responsibility,obligation and the requirements of equalization of public service gradually clear,the government should not only try to maximize the narrow differentiation to promote the development of compulsory education public service,have a duty to more comprehensive plan as a whole and guarantee citizens’ right to receive compulsory education,make its enjoy compulsory education public services.Because our country social economy and regional development imbalances,compulsory education equalization of public services development is limited by many,in this context,pay attention to the western region the development of compulsory education are not equal and proposes the corresponding countermeasure and the suggestion,to realize education fairness and the construction of a harmonious society is of great significance,is also promote our country education equalization of public services.Luzhou is located in the southeast of Sichuan Province and the junction of Sichuan,Chongqing,Yunnan and Guizhou provinces.It has jurisdiction over 3districts and 4 counties.It is a “Double-200” city in Chengdu-Chongqing Urban Agglomeration Development Plan issued by The State Council.With the acceleration of Luzhou’s regional central city construction,the gap between urban and rural areas,towns and streets,and schools still exists in the equalization of compulsory education public services in Area A,the central urban area.From the perspective of the research on the equalization of compulsory education public services in A District of Luzhou city,this paper analyzes the development status of the equalization of compulsory education public services in A District of Luzhou City by literature analysis,questionnaire survey,comparative analysis and interview,using the new public service theory,education equity theory and public product theory.That is to say,there is an imbalance in the starting point,process and result of compulsory education public service.A thorough analysis of the reasons are mainly the government administrative departments’ weakened sense of responsibility,the overall investment of compulsory education funds is insufficient,the management of teacher staffing limits the development of teachers,the lack of overall planning of school layout adjustment,the change of school-age population distribution and the unbalanced development between towns and streets.In view of the problems and causes of compulsory education public service equalization in A district of Luzhou city,this paper puts forward several thoughts:first,strengthen the consciousness of subject responsibility and build A service-oriented government;Second,increase the investment in compulsory education and improve the funding security system;Three is to strengthen the strength of the teaching staff,overall planning of teacher staffing and use;Fourth,optimize the school layout adjustment,scientific allocation of educational resources.It is hoped that the government and the public will pay more attention to the equalization of public services in compulsory education through this study,and provide new ideas for the development of equalization of compulsory education in third-tier and fourth-tier cities in western China,so as to better protect and promote social equity. |
