Education is the cornerstone of human development.China has always attached importance to education and advocated giving priority to the development of education.Since the reform and opening up,China's education industry has made substantial progress,especially the ‘compulsory education' has been fully popularized,the investment in education has increased substantially,the school conditions have improved significantly and the level of running schools has continuously improved.Achieving equalization of basic public services is the goal pursued by modern government governance.Basic public education services as an important part of public services have an important impact on the equalization of basic public education and the development of the national economy.Basic public education services are closely related to the vital interests of the people and become a growing concern about social issues.However,there are still many problems in the education industry in China that need to be solved urgently.The inequality of basic public education services between provinces is the key to restricting the equalization of basic public education services in China.The equalization of basic public education services between provinces in China can not only promote the sustainable development of the economy and the steady progress of society,but also help maintain and improve people's livelihood and improve the happiness of the people,at the same time solve the increasingly prominent social contradictions.According to the basic ideas of ‘theoretical analysis,current situation analysis,empirical analysis,international comparison,policy conception',the thesis defines the connotation of equalization of basic public education services by reviewing domestic and foreign literatures,explores the relevant theories of equalization of basic public education services and the necessity of equalization of basic public education services,then analyzes the current situation of equalization of basic public education services between provinces in China,and further explores the reasons for the unequal basic public education services between provinces in China.Finally,the thesis draws lessons from the international comparison of equalization of basic public education services and proposes policy recommendations to promote the equalization of basic public education services between provinces in China.Meanwhile,the thesis provides references for the development of equalization of basic public education services in China.The thesis attempts to study the equalization of basic public education services between provinces in China from multiple angles and aspects,and builds the overall framework of China's basic public education service system and the implementation design of specific programs to achieve equalization.The thesis establishes a more comprehensive evaluation index system,uses the DEA evaluation model to reflect the input level and output efficiency of basic public education services in various regions of China.China's current inter-provincial basic public education services have problems such as insufficient investment in education funds,uneven development of education,and low quality and efficiency of education services.The main reasons for these problems are institutional factors and fiscal factors,including the education funding system,the level of regional economic development,intergovernmental fiscal relations and local government spending preferences,etc.Believe that in the process of equalization of basic public education services between provinces in the future,the government and the market must be combined to expand the overall scale of education funds,gradually balance the level of inter-regional education development,enhance local government autonomy.Improve the quality and efficiency of educational services by optimizing the allocation structure of educational resources and building a sound supervision system.To achieve this,the equalization of basic public education services between provinces can be effectively promoted and carried out and the promotion of the equalization of basic public education services in China can be promoted efficiently.
