Compulsory education is about the rise and fall of a country.To further promote the equalization of compulsory education,to persist in taking people as the first,to promote the all-round development of people,to resolve the deep-seated contradictions in compulsory education,to promote the scientific development of education,to promote educational equity,and to build a socialist harmonious society,It is of great practical significance and far-reaching historical significance to further improve the quality of the people and build a powerful country in human resources.At present,in the stage of compulsory education in our country,there are unbalanced development problems in the aspects of capital input,school running conditions,teachers' level and so on.All walks of life in our country attach great importance to education as never before.So how to satisfy the growing masses of the people for teaching? How to further promote the balance of compulsory education resources and provide satisfactory education to the people is the problem that we should solve.Based on the investigation of the equalization of compulsory education resources in Taiyuan,this paper applies the new public service theory to analyze the current situation of the equalization of compulsory education resources in Taiyuan,including the achievements and difficulties.On the basis of the analysis of the causes of the dilemma,the countermeasures to promote the balance of the compulsory education resources in Taiyuan are put forward.The first chapter of this paper is the introduction.This part mainly introduces the research purpose and significance of this topic,and summarizes the current research situation of domestic and foreign scholars on the equalization of compulsory education resources and the theory of new public service according to the collected data.Then it expounds the concept of compulsory education resources and the connotation and research methods of the new public service theory,and finally puts forward the innovative points of this paper: first,based on the public service theory,Second,from the specific practical level of Taiyuan City,targeted and operational research has been carried out.The second chapter is the current situation of the equalization of compulsory education resources in Taiyuan.By using the methods of literature research,comparative analysis and empirical analysis,this paper considers the current situation of the balance of compulsory education resources in Taiyuan from the aspects of achievement and dilemma,from the expenditure of funds,the conditions of running schools,and so on.Teachers,etc.,describe the gap between urban and rural areas and schools in Taiyuan.The third chapter is the analysis of constraints on the equalization of compulsory education resources in Taiyuan.From the perspective of the new public service theory,this paper makes an in-depth analysis of the imbalance of compulsory education resources in Taiyuan.Because the government positions its role as "steering the helm" in the allocation of educational resources,the administrative responsibility is not carried out in place.The public interest becomes the by-product of compulsory education decision-making,which is the cause of the problem.The fourth chapter is the countermeasures to promote the balance of compulsory education resources in Taiyuan from the perspective of new public service.This chapter is the focus of the full text,mainly on the basis of some domestic and foreign experience in the balanced development of compulsory education,according to the principles of new public services,from the government role positioning,implementation responsibility,public participation,The pursuit of public interest and other aspects to promote the balanced development of compulsory education in Taiyuan specific suggestions.The purpose of this study is to arouse the attention of compulsory education administrators to the current imbalance of compulsory education resources,and to provide feasible and operational reference suggestions for the realization of the equalization of compulsory education resources in Taiyuan.
