At present,building a service-oriented government that people are satisfied with is one of the important work objectives of our government,which is the only way to improve the modern state governance system.To build a service-oriented government that people are satisfied with,it is necessary to constantly improve the public service system,improve the working level of government departments,and strive to provide basic equal public services for every citizen.Ensuring the basic equality of compulsory education is one of the main contents.With the rapid development of social economy in R city,its compulsory education has made great progress,realizing the basic balance of running schools in compulsory education stage,and reaching the first sequence in the whole province.However,like going to other parts of the country,it also faces the dilemma of unbalanced allocation of compulsory education resources among districts and counties,between urban and rural areas,and between schools.At the same time,with the increase of foreign personnel,the reorganization of educational resources further aggravates the imbalance of allocation results.To realize the optimal allocation of compulsory education resources,so that every school-age child can enter school fairly,receive high-quality compulsory education,and feel the benefits brought by the strong development of the country,local governments at all levels must adhere to the people-centered development thought,embody the public welfare and fairness of compulsory education in the whole education process,and start with the transformation of government functions,the exertion of its role and the mobilization of social forces,and solidly promote the improvement of weak links in compulsory education,so as to choose schools for compulsory education.In this study,the resource allocation of compulsory education in r city is taken as the object,the development data in recent years are obtained by searching official documents,the latest development trends of compulsory education in r city are obtained by interviews,the cognition and satisfaction of parents and teachers on the running of compulsory education are obtained by questionnaires,and relevant data and materials are comprehensively analyzed.It is found that the allocation of compulsory education resources is faced with the difficulties such as unbalanced financial investment,weak hardware facilities in some schools,unbalanced teachers,and difficulty in meeting the diversified educational needs of the public.On this basis,the factors that restrict R municipal government from exerting its functions,ensuring resources,supervising and evaluating and mobilizing social participation are analyzed in depth.On the basis of fully drawing lessons from the successful experience of compulsory education resource allocation in other advanced regions,and based on the principle of new public service,this paper puts forward some paths and strategies to promote the equal allocation of compulsory education resources,such as changing the function orientation of R municipal government,paying attention to public interests,caring for teachers and taking into account the role of market,etc.,so as to provide reference for optimizing the allocation of compulsory education resources in R city and providing reference for similar cases.
