The report of the 19 th National Congress of the Communist Party of China put forward: "We must adhere to the principle of the Party managing human resources,gather all the world’s talents and put them to good use,and accelerate the building of a country with human resources." With the advent of the era of economic globalization,as the most competitive human resources have become more and more a key factor in the development of a country or regional economy,with high-quality talents in all walks of life has become the world’s competitive power and foothold.Worldwide for talent for a moment without cease,especially a few developed countries in the world with their own unique competitive advantage,through the efforts in a number of great talent introduction preferential policies to attract worldwide wave after wave of high-quality talent for their effectiveness,embarks from the domestic perspective,in recent years,various local governments come to realize that talented person’s huge role and talent introduction policies introduced gradually in accordance with local characteristics,scenes staged wonderful for the war for talent in the country.Based on this background,the author analyzes the policy of "bundling and attracting talents" issued by D city in recent years,focuses on the implementation status and existing problems of this policy,analyzes the causes of the existing problems,and finally puts forward countermeasures and suggestions with strong operational value in combination with the reasons.The author of this paper comprehensively uses three research methods,including literature analysis,interview and questionnaire,to study the implementation of the policy of "bundling and attracting talents" in D City.The main content of this paper is divided into five parts.Firstly,it mainly introduces the research background and significance of the problem,and summarizes the domestic and foreign research on the related problems.Second major for defining the relevant concepts,here mainly defines three concepts,"bundle and attract talents",talent introduction and policy implementation,and introduced the concrete connotation of Smith policy execution model and the model of the relationship between each factor,and from the idealized policy,implement subject,target groups and the external environment factors four aspects analyzes the theory deeply.Again introduce "bundling and attracting talents" policy implementation present situation and existing problems,the problems including publicity means and methods are single and old,talent expectations are too high and the introduction of non-local talent is less,the structure of talent introduction is not reasonable and the technical talents are few,the low degree of match between people and posts and the sense of belonging is not strong.This paper introduces the reasons for the problems in the implementation of the policy of "bundling and attracting talents" in D city,mainly including four aspects: the imperfect policy itself,the complexity of the departments implementing the policy and the deviation of the concepts of the departments,the lack of effective coordination among specific groups of people,and the insufficient external environment for the implementation of the policy.Finally introduces perfect D city "bundling and attracting talents" policy implementation countermeasures and suggestions,which mainly include perfecting the policy itself and according with the actual policy contents,strengthening the consciousness of policy implementation main body role and perfecting coordination at all levels linkage mechanism,guiding and improving the enthusiasm of the active participation of target groups,improving the external policy environment and so on four aspects. |
