Since the early 1980 s,education reforms have been mainly concentrated on changing the system of OUTPUT to that of education Outcome which focusing on student performance.The major priority of the newly elected Democratic Government in Sierra Leone is to provide Universal Compulsory BASIC QUALITY EDUCATION which comprised six years of primary and three years of junior secondary education.The study is focused on the challenges that public primary schools in Sierra Leone encounter in implementing quality education,with a case study of two types of Primary Schools.There is popular belief that public schools in Sierra Leone find it difficult to provide quality delivery especially at primary level..Many children in Sierra Leone cannot read or write properly despite having attended school for several years.Several factors related to its delivery need to be addressed if only Outcome Based Education(OBE)is to be considered for QUALITY ASSURANCE in public primary schools in Sierra Leone.Among many other factors are the political will of government to implement policies on education reform by providing the necessary resources,addressing issues that are hindrance to achieving high-quality education.Quality education achievement is a process not an event.Several policies and legislatures over the years have not necessarily led to quality reform in relation to public primary school performance to PUPILS’ LEARNING OUTCOME.The study intends to IDENTIFY CHALLENGES in the implementation for Quality Education at public primary schools in Sierra Leone.The study employed qualitative research methodology using interviews and none-participants observation.The development of themes was done to have a clear focus of the data collected from respondents which was categorized into five main points and analyzed.The main aim of the study is to be able to IDENTIFY Through The Perception Of Teachers And Parents what they think are the Challenges That Hindered The Delivery Of Quality Education Especially At Public Primary Schools In Freetown.I dedicate this project to God Almighty.To my wonderful family;my loving wife Phebean,my charming and action son Nathan,beautiful sunshine daughters: Natasha and Nathia.I am blessed to have you guys around me.You are the inspiration to my achievement.I appreciate you so much guys.
