Under the increasingly stimulating environment of scientific and technological competition and human resources competition,as the backbone of national innovation system,whether the enthusiasm and creativity of scientific and technological personnel can be well mobilized will be the key to enhance national competitiveness and accelerate the construction of an innovative country.In the process of building an innovative country,universities are gradually becoming the main body of the national technological innovation system.It is of great significance to study the incentive effect of university scientific and technological personnel.This paper takes Tianjin colleges and universities as the research object.Through organizing and conducting thousands of questionnaires,we have obtained the relevant data of salary incentives for thousands of scientific and technological personnel.This paper probes analyses and verifies the salary incentive path of university scientific and technological personnel,and examines the salary incentive effect of scientific and technological personnel.Based on the analysis of the survey results,it is found that the salary structure of scientific research personnel in Tianjin is unreasonable and the incentives are unreasonable,which can not form the role of salary in promoting innovation of scientific research results.Institutions of higher learning must actively adjust their own compensation mechanism,including the management mechanism and incentive mechanism closely related to scientific and technological work,as well as the scientific research system and development mechanism closely related to the further development of innovation.How to fully mobilize the enthusiasm of University researchers and improve the incentive mechanism for their innovative development has become the main theme of this article.Combining with the current situation of scientific research salary in Tianjin universities,this paper makes a thorough analysis from the aspects of scientific research personnel’s level demand,salary,scientific research achievements,etc.The incentive mechanism of scientific research salary is the institutional guarantee for realizing independent innovation and daring to explore science and technology by universities and their researchers,which will promote scientific research personnel’s scientific and technological innovation.In the course of the exhibition,it greatly promotes the sustainable development of salary management of scientific and technological work in Colleges and universities.For this reason,this paper provides reference and reference for salary management and incentive in Colleges and universities.
