Huge scientific projects(HSPs) are a direct way to develop science, where the theoretical breakthrough and bottleneck of scientific research can be achieved. University has long been considered the development source for national innovation systems. It is the inevitable trend that HSPs are carried by university. However, the construction of HSPs in university is at the primary stage. In addition, there is difference between scientific research system of university and managing requirements of HSPs. Thus this process face various issues. Referring to the management experience of HSPs at home and abroad, it has great realistic significance to explore the incentive mechanism of HSPs carried by university. The research mode of HSPs is typical of the post-academic science. This work proposes experience and theory consideration for the reconstruction of norms of post-academic science. This thesis is carried out based on the constructing process of Space Environment Simulation and Research Infrastructure(SESRI).Firstly, summarizing literature research about HSPs and analyzing related works of post-academic science, it is confirmed that the research on incentive mechanism of HSPs carried by university has not been investigated. Secondly, the origin and improvement of HSPs are analyzed. The successful organization management mode for JPL of California Institute of Technology is summarized. By contrasting the eleventh five-year and twelfth five-year plan, Chinese Academy of Sciences(CAS) is the main organization to carry out HSPs in our nation. The development trend of HSPs carried by university has increased. University of Science and Technology Beijing(USTB) is an organization of a HSP. The organization management mode and incentive mechanism of USTB are studied. Moreover, the problems of this process are presented. Based on the feature of SESRI, the issues of technology composition, talent demand and incentive mechanism, in this project is introduced. The difference between scientific research system of Harbin Institute of Technology(HIT) and managing requirements of SESRI is presented. For solving this problem, the talent strategy of HIT and implementation of management mode and incentive mechanism are addressed. Finally, the feature of scientific norms for HSPs is summarized. In addition, the principles and strategies of incentive mechanism for HSPs are constructed. To regard the material incentives as core, the various spiritual incentives are applied simultaneously. The corresponding policy support is extracted.
