Since the central government implemented the policy of introducing overseas high-level talents in 2008,local governments in China have introduced a series of policies of introducing overseas high-level talents according to local conditions,constantly increasing the efforts of introducing overseas high-level talents to promote regional innovation and development.Among them,Shenzhen started to implement the policy of introducing overseas high-level talents in 2011,increased investment in the policy of talent introduction,achieved certain results,and became the most representative policy.However,in the process of the implementation of the policy,there are also many "obstructions",which have a negative impact on the implementation of the policy and weaken the effectiveness of the policy.This paper takes the implementation of the peacock plan and its supporting promotion documents as the research object.Through the rich literature research,this paper reviews the current situation of related research and clarifies the concept of related research.Questionnaire survey is carried out to collect and sort out the results and possible problems of policy implementation.On this basis,through the organization of interviews with talents and talent workers,further explore the deep-seated causes of problems and possible solutions.Then,with the help of Smith model,the classical model of policy implementation,this paper analyzes the problems and causes in the process of policy implementation from four aspects: policy itself,implementing agency,policy object and implementation environment.Combined with Mc Laughlin model,comparative advantage theory and Maslow’s hierarchy of needs theory,this paper puts forward some suggestions for improvement Before the implementation of the policy effect,improve the efficiency of talent policy implementation to provide reference.Through research and analysis,this paper holds that the main reasons for the implementation of Shenzhen’s policy of introducing overseas high-level talents are as follows: first,the implementation of the policy text is difficult,such as the policy is too comprehensive,the policy conflicts with each other,etc.,because of the lack of scientific grasp in policy-making;second,the lack of implementation of the executive agencies,mainly due to the lack of coordination between the executive agencies and the lack of training of the executive team Third,the talents are not satisfied with the implementation of the policy,the main reason is that the talent groups are large and scattered,and the main body of the implementation is not enough to investigate the talent groups;fourth,there is a phenomenon that the policy implementation is more than enough,the main reason is the lack of comprehensive social supporting resources in Shenzhen.In terms of improving suggestions,this paper puts forward relevant suggestions from optimizing the policy system,improving the efficiency and efficiency of the executive body,strengthening the interactive mechanism construction of policy objects,and increasing the construction of urban comprehensive supporting environment. |
