In the contemporary society of economic globalization and the rapid development of the knowledge economy,the competition of the regional economy is ultimately the competition of talents,especially high-level talents.In order to better attract talents to work in the region,Longwen District of Zhangzhou City have formulated various talent policies according to their actual needs,and introduced various measures in terms of talent introduction and cultivation to find ways to attract talents.The basic theories adopted in this paper are the demand hierarchy theory and the Smith model.Firstly,the definition of talents,what is the talent policy and the concept of talents in Longwen District of Zhangzhou City are clarified.According to the theory of demand hierarchy and Smith model,the Longwen District is currently at a high level.The characteristics and problems encountered in the implementation of the talent policy,through field visits,questionnaires,etc.,to understand and analyze the problems in the high-level talent policy and its implementation in Longwen District.At the same time,through the comparison of the implementation of the talent policy with Jinjiang City in Quanzhou and Xiangcheng District in Suzhou,the implementation effect of the implementation of the high-level talent policy in Longwen District is comprehensively analyzed.This paper believes that in recent years,with the overall eastward movement of the urban area of Zhangzhou City,Longwen District,as a new urban area established for 21 years,focuses on the introduction of high-level talents,starting from perfecting the talent system,innovating the talent mechanism,and optimizing the talent environment.Highlight policy inclination and vigorously retain outstanding talents.At the same time,by creating theme parks and focusing on classification and training,we will focus on using excellent talents to provide strong intellectual support and talent guarantee for Longwen District.At the same time,however,Longwen District has problems in implementing high-level talent policies,such as inadequate policy system,weak implementation of government agencies,and neglect of the needs of target groups.This paper finally improves the policy itself and improves its policy implementation.And the improvement of the scientific level of talent work,etc.,will provide a more effective reference for the implementation of high-level talent policy in Longwen District for some time to come.
