This paper tries to use the Horn-Mitter system model to analyze the implementation of policies related to the education of the elderly in Guangzhou as a case to answer these three questions.This paper comprehensively uses literature analysis,in-depth interview,behavior observation analysis and other methods,according to the policy objective analysis,policy resource allocation,executive organization structure and institutional functional characteristics,the implementation process of the social and economic system environment in the logical order and analysis framework for analysis.This paper takes The Implementation Plan for Promoting the Development of Elderly Education of Guangzhou(2018-2020)[2018] No.25 document as the starting point of the research,mainly using empirical research methods,through in-depth interviews,field investigation,volunteer service and other ways to obtain paper materials.Through the introduction of Guangzhou city elderly education development from the beginning in 1984,describes the Guangzhou elderly education planning to carry out the situation,emphatically analyzed the Guangzhou government different aged education policy execution perform the position and role of organization structure and operation features of the architecture,as well as how the executive’s influence on the policy implementation.In Guangzhou Yuexiu district,Liwan district,Haizhu district,Panyu district,Tianhe district,Huadu district,Huangpu district and city tour research,found that the main problem is that the grass-roots government to ask what is the purpose of the policy makers to achieve real,also can’t define the connotation of aged education,leads people to the elderly education school,to teach the stationing of coverage as the policy effect the key criteria to ignore the connotation of the education and the construction of the elderly.Another problem is that each district has its own characteristics when implementing the education policies for the elderly,and the implementors at the grass-roots level have greater discretion.At this time,the implementors’ understanding and value preference of the policies have a significant impact on the implementation of the policies.The important conclusions of this paper are as follows:First,for sub-provincial cities like Guangzhou,the city scale is large,the population base is large,and the aging speed is fast,and the floating population is large,which also brings a lot of floating population to the city.On this basis,it is imbalanced to pay attention to the distribution and coverage of schools and teaching points for the aged,instead of deeply cultivating the teaching connotation of education for the aged.In order to enrich the social attributes of the elderly and improve the quality of their life,the development of education for the elderly should be carried out on two legs,highlighting the educational attributes of knowledge and practicality.Second,for the executive department of education for the elderly,there should be a leading department to make overall arrangements for the related work of education for the elderly.As a quasi-public service,education for the elderly involves many departments,such as the Education Bureau,the Civil Affairs Bureau,and the Veterans Bureau,etc.However,if there are too many leading units,there will be a situation of "thousands lines for one needle".Unified leadership,words out of the family,let the authority into a gradient distribution is the key to solve the "NineDragon-water-Governing" effect.Thirdly,update the existing distribution of education resources in Guangzhou,find out the utilization of resources in basic education,compulsory education,higher education,vocational education and other stages,and make use of physical resources such as sites,facilities and so on by means of merger,cooperation,lease and sale.Appropriately increase financial investment,or try to carry out the substantive system construction of education for the elderly,open the market,key supervision,activate the social forces and market forces to join,to provide more choices for the construction of education for the elderly.
