| Compulsory education is an important cornerstone of basic education and s one of the basic public services that guarantee the equal enjoyment and acceptance of education by the public.It plays an irreplaceable role in improving the quality of Chinese people and promoting the overall education level of the whole people.Over the years,Chinese governments at all levels have always attached great importance to promoting the equalization of compulsory education,and have issued a series of "plans" and "measures" one after another,providing a strong policy guarantee for the development of equalization of compulsory education.The overall level of education and the penetration rate of compulsory education are relatively high in Heilongjiang province.However,with the continuous improvement of people’s living standards and the continuous improvement of urbanization rate,the gap between urban and rural school-age children in the process of receiving compulsory education enjoys more and more educational resources and educational conditions.The issue of equalization of compulsory education in the new era has changed from being able to accept compulsory education to the issue of equalizing the content and quality of compulsory education.Under the background of the strategy of rural revitalization proposed by the Party Central Committee,Heilongjiang Province should base itself on reality and use the national strategy as an opportunity to improve the level of basic public education in rural areas,and promote the continuous improvement of the quality and equalization of compulsory education in urban and rural areas.Firstly,this paper sorted out the existing research results of the equalization of compulsory education in urban and rural areas at home and abroad through the literature review,and combined with the classical academic theories to lay a theoretical foundation for the writing of this paper.Secondly,based on the results of field research,comparative analysis is used to compare and analyze the equalization of compulsory education between urban and rural areas from the perspectives of education funding input,teaching conditions,and teacher team construction,so as to clarify the actual situation of the equalization of compulsory education in Heilongjiang Province.Thirdly,it makes an in-depth analysis of the status quo of the equalization of compulsory education in urban and rural areas to find out the problems in Heilongjiang province.At present,there are three problems in the equalization of compulsory education in Heilongjiang province,namely,the uneven allocation of compulsory education teachers in urban and rural areas,the significant gap of compulsory education infrastructure in urban and rural areas,and the unequal attention paid by the government to compulsory education in urban and rural areas.In reference to the United States,France,Japan and other developed countries and shandong,anhui,Inner Mongolia autonomous region,the domestic urban and rural compulsory education equalization,on the basis of successful experience,put forward to improve rural compulsory education content and quality of countermeasures,mainly including increasing government investment in urban and rural compulsory education,optimize allocation of compulsory education teachers,coordinating teaching conditions equalization configuration,build the four aspects of the mechanism of compulsory education finance supervision countermeasures and Suggestions. |
