The equalization on urban and rural compulsory education refers to equal and fair education opportunities for the urban as well as rural students. The compulsory education is an important content of public service, also the foundation of national development. The equal development of compulsory education is helpful to promote our country's urban and rural integration process and the building of a harmonious society. In recent years, government of Shuangyashan city has attached greater attention on the compulsory education and has increased the investment to the education teaching, which have achieved conspicuous results. But as there are still differences between urban and rural regions, the equalization problems in urban and rural compulsory education still exist. Therefore, it is necessary to study the compulsory education equalization in urban and rural areas in Shuangyashan city.This article first expounded the current research on equal compulsory education development at home and abroad, and then put forward the importance and necessity of urban and rural compulsory education equalization on the basis of the equal compulsory education theory. Through data survey, Shuangyashan city equal compulsory education present situation was investigated. The focus of this article is, through the comparison analysis of related data, to analyze the achievements and current problems of urban and rural compulsory education equalization in Shuangya shan city, and to seek for the reasons why the problem is unsolved. Finally, it put forward the countermeasures of promoting equal urban and rural compulsory education in Shuangyashan city, including changing the concept of government education, increasing investment, optimizing the allocation of resources and improving the security mechanism.
