| As the basic function of moderm government,public service is the responsibility of the government to guarantee citizens and society to improve their quality of life.Education is the fundamental way to promote the development of the country,and compulsory education is the most important one among them.The national law protects and supports all the compulsory education for all the children of the age.Compulsory education is a policy of benefiting people for school-age children.It belongs to the category of public service.From the perspective of public service,compulsory education is the early stages for the growth of national citizens,and a powerful guarantee for citizens’ basic quality of life.With the development of society,the equalization of compulsory education in all regions of the country is in the process of great step reform and optimization.The equalization of compulsory education under the perspective of public service has also been included in the plan of the national "12th Five-Year" and "13th Five-Year".And,in the nineteenth major conference,general secretary Xi Jinping proposed to improve the social public service system,improve the security and improvement of the livelihood of the people,and strengthen social governance.The general secretary also stressed that we should give priority to the development of education and the construction of a powerful country,which is the foundation of the great rejuvenation of the Chinese nation.We must put education in a priority position,accelerate the modernization of education,run a good education for the people,and make every child enjoy a fair and high quality education.Therefore,the overall promotion of the equalization of public services is to carry out the party’s educational policy,to ensure that citizens enjoy the right to receive education according to law,to do a good job of the people’s education,to promote the scientific development of education and to improve the level of education modernization is the government’s optimal guarantee for compulsory education and public service.The equalization of compulsory education is a combination of the national conditions of China and the future development route of the country.It is the study of the government’s specific behavior on the equality of public service education.This paper calculates the equal level of compulsory education during the "12th Five-Year" period inChina,and puts forward a feasible and perfect path combining with the development of the present times.It is necessary to carry out the party’s educational policy in an all-round way and carry out the fundamental task of the human’s moral education.At the same time,we should help the government run the education of people’s satisfaction and make every child enjoy fair and quality education.This thesis focuses on the analysis of the status quo,and uses the theory of public products,the theory of fairness and efficiency,the theory of welfare economics,and the theory of educational economics to discuss the significance and importance of the equalization of compulsory education.In order to analyze the existing problems of compulsory education in the perspective of public service,and analyze the potential reasons from the multi angles,through the establishment of 16 specific indexes in the evaluation index system of compulsory education in primary school and junior high school.In the perspective of national finance,public policy,government function,the allocation of education resources and so on,to analyze the feasible optimization path of the equalization of compulsory education under the perspective of public service,and effectively fit the national social development path. |
