The balanced development of compulsory education is related to the development of national basic education and the quality of talent training.It is China’s adherence to "an objective stage that socialism with Chinese characteristics must go through." After more than 40 years of policy guidance and economic support for reform and opening up,in the development tone of "striving for progress in stability",China’s compulsory education has basically completed the goal of universally popularizing nine-year compulsory education.The school’s conditions have been continuously improved,the compulsory education penetration rate and consolidation rate have continued to increase,the allocation of education resources has been optimized,and the level of public education services has been effectively improved.At present,China’s compulsory education has embarked on a development path with distinctive regional features,diverse features,and diverse evaluation methods.However,the balanced development of compulsory education in county areas still has many challenges in a certain period of time.The main manifestation is the "contradictory problem of the transition between new rural construction and the integrated development of urban and rural areas." This contradiction is particularly obvious in areas with weak educational development levels such as county-level rural areas,and has become an important factor restricting the balanced development of education.How to break through this challenge and clear the obstacles for the further balanced development of education has become a topic of universal concern to all sectors of the country and society.Based on practical considerations,promoting balanced development of compulsory education has always been the main point of work explicitly mentioned in the "Outline of the 13 th Five-Year Plan for the Development of National Basic Education." Therefore,this research intends to use the theoretical knowledge of public policy,public management,and education balance to discuss the balanced development of county education.The research focuses on the theme of "effects and problems of balanced development of compulsory education",and selects a county-level city with a population of 500,000 in Shandong Province-the effectiveness of compulsory education development in Y city as the research subject.Some faculty,grass-roots teachers,and students are the research objects.Through the review of document policies,they can grasp the historical evolution and current level of the balanced development of compulsory education in Y City.At the same time,the interview method and questionnaire survey method are used to explore the subjects’ obligations to Y City.Satisfaction level of balanced development of education,so as to clarify a series of problems existing in the balanced development of compulsory education in city Y.Through investigation,clarify the problems and deficiencies in the balanced development of compulsory education in Y City,such as the balance of educational resources,the construction of teachers,the allocation of teachers,the public financial system,the education management system,and the difference between urban and rural dualization.The specific reason for balanced development is to provide an effective policy path for improving the balanced development of compulsory education in city Y.
