Research On The Allocation Of Financial Resources Under The Balanced Development Of Compulsory Education

Since the reform and open policy,our country has served children of school age with a strong guarantee of the compulsory education in law,polices and systems respects.After achieving the goals of making nine-year compulsory education generally available and basically eliminating illiteracy among young and middle-aged adults,promoting the balanced development of the compulsory education has become priority of all the compulsory education work.Compulsory Education serves the public.Therefore,the government shoulders primary responsibility in providing Compulsory Education.Under fiscal decentralization,problems remain: fiscal resource has been distributed unevenly in rural and urban areas,different regions as well,which mainly blames on the system and development gap between rural and urban areas.On the basis of new national policies on promoting balanced development of fiscal resource distribution,this paper endeavors to ponder on contents of fiscal policies related to balanced development of Compulsory Education,profoundly discuss status quo behind and problems for balanced development,and analyze causes hampering balanced development at regional levels.The paper concludes that the main reasons are insufficient regional investment on Compulsory Education,gap between rural and urban investment system of regional Compulsory Education,insufficient of investment caused by improper regional financial and fiscal investment,a situation that no one would be accountable at different levels of regional government,flawed transfer payment system among regional governments,and problematic investment supervision of Compulsory Education at regional levels.Under current regional economy and policies,Songjiang District needs to optimize and build a safeguard mechanism for Compulsory Education,actively explore regional Compulsory Education so as to find new model,build standardized transfer payment system for Compulsory Education.
