On October 29,2015,China proposed a “comprehensive two-child ” policy,which was officially implemented in 2016 to encourage fertility.Although the "full two-child" policy has a certain effect after its implementation,the increase effect of the birth rate is not ideal.Although many scholars have made some research and put forward some ideas,they are not very systematic,and their measures are actually less operability.In this era,this paper systematically explores the causes and policy effects of China’s fertility rate,and proposes operability suggestions from the perspective of social security.This paper firstly uses the method of comparative analysis to compare the factors affecting fertility in Korea and Japan with commonality.Secondly,it affects the fertility willingness of women of childbearing age before and after the implementation of the“ two-child ” policy.The influencing factors are collected and summarized in the specific factors affecting China’s current fertility rate under the “ Comprehensive Two-Child” policy;then,through the current fertility status and population structure in China,the “Comprehensive Two-Child ” policy is evaluated and summarized.At present,the problems faced by China’s population development are discussed and analyzed.In the analysis of policy effects,the evaluation is based on policy awareness,satisfaction,and different regions and population structures.This makes the assessment more accurate.Finally,After using the ISM model to implement the “Comprehensive Two-Child” policy,the factors affecting the childbearing age of women of childbearing age are analyzed,and the relationship between the listed factors is provided,and the supporting measures are provided from the perspective of social security,which provides targeted countermeasures for the sustainable development of China ’ s population.The research in this paper is based on the implementation of the “Comprehensive Two-Child” policy.It uses the combination of qualitative and quantitative methods to evaluate the effect of the implementation of “Comprehensive Two-Child” policy and analyze the factors affecting fertility in China.We have found the key factors affecting the fertility rate of women in China and the social security measures for their operability.The research methods and research conclusions of this paper have certain theoretical significance and application value for the long-term balanced development of population and the improvement of social security policy.
