Analysis Of The Factors Affecting The Fertility Intention Of Women Of Childbearing Age In Tianjin Under The Policy Of"comprehensive Two-Child"

The "all-round two-child" policy is a fertility policy to improve the birth rate,which aims at the realistic problem of aging population.Before the implementation of the policy,Tianjin faces serious aging,imbalance of birth sex ratio and low birth rate.With the gradual implementation of the "all-round two-child" policy,some problems in the policy gradually appear,mainly due to the low will of women to have children.Therefore,it is necessary to improve the fertility will of the target population to ensure the implementation of the "all-round two-child" policy.This paper analyzes the specific contents of Tianjin's "all-round two-child" policy,and points out that the policy needs to be further improved.In order to study the existing problems in detail,this paper focuses on the investigation of childbearing desire of women of appropriate age.This paper mainly uses random questionnaire,then carries on statistical analysis to the data,as well as the form of face-to-face interview to some appropriate-age childbearing families,and systematically explores the reasons why women's desire to have children is lower under the "all-round two-child" policy.Through the summary analysis of the above survey contents,the following conclusions are drawn: the low desire of women to have children is not only due to the misalignment of the policy itself with the reality of Tianjin,but also to the reality of Tianjin.It is affected by the high cost of raising children,the shortage of medical and educational resources,the extreme attitude of one child,the high risk of childbearing among older women and the difficulty of women returning to employment.In order to improve women's desire to give birth,give full play to the implementation of the "two-child" policy,and achieve the policy purpose,this article is supported by the policy cycle theory,the theory of moderate population regulation and the theory of social welfare.Based on the problems reflected in the questionnaire and the policy deficiencies found in face-to-face interviews,this paper puts forward the following countermeasures and suggestions to improve women's desire to give birth: first,in the policy-making process,Perfect the defects and inadequacies of the policy-making itself,and make clear the relationship between them.The responsibility of the department and the details of the implementation of the policy;second,in the process of policy implementation,by paying attention to the differences in the regional reproductive welfare system,the whole process of pregnancy services for elderly women is gradually improved and the system of encouraging women of childbearing age to have children is gradually improved;(B)address discrimination in women's employment through the enactment ofspecific laws at the governmental level and the proportional arrangement of the femal employment system,so as to enable women to return to work smoothly after childbirth;Pay attention to the physical and mental health of one child at the family and social level,and construct a diversified child care system.
