Research On The Influencing Factors Of Inclusive Private Kindergarten Policy Implementation Based On SEM Model

Inclusive private kindergarten are a major component of inclusive resources and play an important role in promoting the popularization and development of preschool education in China.Policies provide protection for the development of private kindergartens,but policies that promote the inclusive transformation of private kindergartens encounter multiple obstacles in the implementation process,resulting in policy implementation bias.To better explain the influencing factors and existing problems of policy implementation bias,and address the deviant behavior in the process of policy implementation,a comprehensive approach based on field theory,fuzzy conflict model,and institutional actor theory is proposed,This study proposes an analytical framework of "scenarios and actors",with "actors"(administrative system,regulatory objects,and the public)as the core module,and uses block analysis and linear analysis to sort out and deconstruct the basic components of "scenarios"(external environment,policy objectives,and institutional systems)and their impact on the behavior of actors,with a view to better understanding the process of policy implementation,And effectively control and regulate the behavior of actors.After in-depth research,four key stages of the implementation of inclusive private park policies and their influencing factors have been summarized,and these stages and influencing factors have been integrated to build a theoretical model that affects the effective implementation of inclusive private park policies.To verify the reliability and applicability of the model,an empirical test was conducted on 255 valid questionnaire survey results,and a detailed descriptive statistical analysis was conducted on the collected data using SPSS and Amos analysis software.Finally,the model test results for structural equations were obtained.The test results show that the effective implementation of inclusive private park policies is influenced by the external environment of the policy,policy objectives,institutional systems,and the behavioral willingness and ability of various actors involved.Policy objectives have the most significant impact on the process of policy implementation,and the rational and clear formulation of policy objectives is the basis for effective policy implementation;The institutional system has the most important impact on the behavior of actors,and is a key factor in promoting the law enforcement of inclusive private park policy actors;The behavioral willingness and ability of actors are the core of the effective implementation of inclusive private park policies,and the impact of environmental factors can run through the entire process of policy implementation.Therefore,to effectively implement the inclusive private park policy,first of all,continuously optimize the external environment and conditions for policy implementation,secondly,emphasize clear objectives in policy delivery,once again improve the institutionalized management mechanism of inclusive private parks,and finally increase the education and publicity efforts for the inclusive development of pre university education.
