| With the transformation and upgrading of the economic development in China,the talent resource has increasingly become the most critical and most indispensable elements to promote high-quality economic development,and the talent competitiveness has also become the core of regional competitiveness.Higher education is an important way to cultivate talents.In the "competition for talents" among provinces and cities since 2017,most of the provinces and cities that can stand out have higher education level.Under this background,all regions are attaching more and more importance to the investment in higher education,striving to build "double-first-class" universities,introducing prestigious universities and branches,and jointly building research institutes,etc.,so as to enhance the competitiveness of regional talents through the improvement of higher education investment.So,what influence does higher education investment have on regional talent competitiveness? What is the mechanism of this influence? How can we make good use of this influence? All of these become the problem worth studying.On the basis of domestic and foreign relevant researches and theories,this paper firstly clarified the impacts of higher education investment on talentcompetitiveness from three aspects of human capital accumulation,agglomeration and spillover,mainly including expanding the scale of talents,improving the structure of talents and enhancing talent output.Then,an analysis of the current status of China’s government investment on higher education was performed and found that the overall scale of investment kept rising,but there were problems such as mismatch with the economic level,imbalance between investment capacity and responsibility,and unreasonable regional allocation.At the same time,the regional talent competitiveness of China was measured,and the current situation and characteristics in different regions were simply analyzed.Finally,based on the data of 31 provinces from 2007 to 2017,and according to the panel data model,the influence of higher education investment on regional talent competitiveness and its internal law were empirically tested in this paper.This research found that:(1)Higher education investment has a significant positive role in promoting regional talent competitiveness,but this role has a significant hysteresis quality,and the current return of the investment is not significant,and it takes a long time period to appear the positive effects;(2)In the short term,the path of this promotion is mainly to expand the scale of talents and improve the structure of talents.However,in terms of talent output,it is not ideal to rely solely on the investment in higher education,which needs to be realized in coordination with industrial development and other social and economic factors.(3)This kind of influence has obvious heterogeneouscharacteristics.The central fiscal investment plays a more significant role than local government investment,the education investment is more important than the capital construction investment,and the promotion effect of economic backward areas is more obvious than that of the developed areas.Therefore,it is recommended to focus on higher education investment,rationally plan investment strategies,balance investment financial responsibility and regional allocation,implement differentiated investment strategies,and attach importance to the coordination with other economic factors,so as to improve the competitiveness of regional talents. |
