Research On The Optimization Of Government Functions In The Development Of Rural Industry In Nanjiang County

The 145th book clearly sets out the development of agriculture and rural areas,and fully realizes the promotion of rural areas,it is necessary to develop modern rural enrichment industries with different characteristics,and promote the promotion of the agricultural industry.In the process of the development of rural industry,the government plays a very important role,and the grass-roots government plays an indispensable role as a bridge and link between higher-level policies and the masses.Although the laws and regulations do not clearly state that the grass-roots government needs to develop rural industries for the positioning of government functions,previous poverty assistance,current rural development and the consolidation of the results of poverty alleviation and the effective connection between rural revitalization all imply that the grass-roots government has assumed the function of developing rural industries.At present,all provinces and cities in China are committed to the development of rural industries,the terminal government is the leader in rural industrial development,it have a senior graduate do a good job in the development of rural industries.Nanjiang County is the hometown of China’s yellow sheep,China’s honeysuckle,China’s walnut,and China’s selenium-rich tea.Since 2017,the rural industry in Nanjiang County has gradually formed a certain industrial system,and the development of rural industry has boosted this poor county to achieve comprehensive poverty alleviation,bringing high-quality economic development to the county.However,the Nanjiang County government also inevitably has many functional problems in the process of promoting the development of rural industries,and it is the main content of this paper to discover these problems and find out optimization countermeasures to promote the better development of rural industries in Nanjiang County.Therefore,this paper takes the functional performance and problems of the Nanjiang County Government in the development of rural industries as the starting point.It is feasible and representative to explore how grass-roots governments can optimize government functions in the development of rural industries.On the basis of the existing domestic and foreign research results,represented by the government functionalism service type government theory,the relationship between government and the market is a theoretical foundation,and comprehensively utilizing quantitative and qualitative research methods such as literature research methods,case study method,questionnaire survey method,interview method,etc.,this paper aims to find out the functional problems existing in the development of rural industry of Nanjiang County Government,it mainly includes the deviation of functional positioning and the need to improve the performance of functions,and analyzes the reasons for the functional problems of the Nanjiang County Government in the development of rural industries from the aspects of the relationship between the government and the market,between government levels,and the capacity of the grass-roots government,so as to put forward countermeasures and suggestions for optimizing the functions,in order to promote the further development of its rural industries,and also provide relevant reference for the grass-roots governments in other regions to develop rural industries.
