Research On The Optimization Of Grassroots Government Service Functions In The Development Of Rural Tourism

The problems of agriculture,rural areas and peasants have always been fundamental issues related to the national economy and people’s livelihood.In order to solve the rural issues,the 19th National Congress of the Communist Party of China made a major decision to implement the strategy of rural revitalization.The fundamental of the rural revitalization strategy is the industrial revitalization,which is the prerequisite of solving all problems in rural areas.As an emerging industry,rural tourism is an important way to achieve rural revitaliazation.However,there are many problems in the process of promoting the development of rural tourism.The key to solve the problem is the fulfillment of government service function,especially the grass-roots government which has closely relationship with the countryside.Zhuji Town of Laoling City is a large agricultural town with jujube planting industry.The economic foundation is poor.A large number of young and middle-aged laborers go out to work,and the secondary and tertiary industries are at a low level.In recent years,Zhuji Town Government has taken a lot of measures to change the service function of government,and the government closely focused on the two major industries of red dates and tourism,promoted the integration of the first,second and third industries.The rural tourism have achieved certain results,but they are still at a low level of development.From the perspective of government service functions,this thesis studies the current situation of rural tourism in Zhuji Town of Laoling City,and discusses the current situation of rural tourism and government functions in Zhuji Town by the means of data review,questionnaire survey and in-depth field interviews.Secondly,this thesis summarizes the problems existing in the sevice function of the government in rural tourism,such as the lack of development of tourism products,the lack of public infrastructure construction,the inadequacy of information construction,the lack of guidance in tourism planning,and the lack of tourism professional talent policies.At the same time,this paper also have seriously studied and analyzed the causes of problems,such as the incorrectness of the location of government functions,the absence of the government functions,the imperfetion of rural tourism management mechanism,and the concept of governance is not scientific enough.government decision-making functions,improving government organization functions,strengthening government coordination functions,and improving government control functions,this paper proposes ways to improve the functions of Zhuji Town Government in rural tourism development in order to resolve the problems in the development of rural tourism.Finally,inspire the vitality of rural tourism development and promote its healthy and sustainable development.
