Research On The Optimization Of Grassroots Government Functions In The Development Of Rural Characteristic Agricultur

The 20 th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization,adhere to the priority development of agriculture and rural areas,consolidate and expand the achievements of poverty alleviation,accelerate the construction of a strong agricultural country,and solidly promote the revitalization of rural industries,talents,culture,ecology,and organizations.The first is the rural industry,whose fundamental purpose is to promote high-quality agricultural development,realize agricultural and rural modernization and rural revitalization.To realize agricultural and rural modernization,we must vigorously develop the modern agricultural industry.As a kind of modern agriculture with regional characteristics,specialty agriculture is an important strategic choice for China to realize agricultural transformation and build a modern agricultural industrial system.Since the starting point of China’s reforms starts from the grassroots,rural areas,and agriculture,the process of deepening reforms is not guided by theory,but has the typical characteristics of learning by doing while crossing the river by feeling the stones.Therefore,in the process of China’s agricultural modernization,the effective functioning of the grassroots government is very important.District Z is the "Hometown of Winter Jujubes" in China.The development of its winter jujube industry for more than 30 years has made outstanding contributions to farmers’ prosperity and income and local social and economic development,and has embarked on a road of industrial development with local characteristics.Therefore,this article takes the Z area as a sample to discuss the performance of the functions of the grassroots government in the development of the specialty agricultural industry,and how to improve the functions of the grassroots government.The research content of this paper mainly includes the following five parts: The first part mainly expounds the background of the topic selection of this paper,finds the research ideas of this paper through the research of domestic and foreign literature,and sorts out the innovations and deficiencies.The second part defines the relevant concepts involved,and explains the theoretical basis,and then clarifies the main functions of the grassroots government in the development of the specialty agricultural industry under the background of rural revitalization.The third part expounds the functional positioning of Z district in the process of promoting the development of local specialty agriculture,and analyzes the status quo of Z district government’s function fulfillment.The fourth part analyzes the problems existing in the performance of the government’s functions in the development of specialty agriculture in Z district,and the reasons for these problems,so as to lay the foundation for the government to better play its functions in the development of specialty agriculture.The fifth part puts forward reasonable suggestions for solving the functional problems of the grassroots government in developing specialty agriculture in the context of rural revitalization in light of the local reality.
