Abstract/Summary:
"Three rural" issues have always been a main obstacle in the development of China’s villages and the improvement of peasants’ life quality.At present,the old "three rural" issues have not been solved completely,and the new "three rural" issues are emerging.They are intertwined,becoming the key problem to solve in the process of achieving sustainable and orderly development of China’s agriculture and villages.In this situation,it has become the starting point of this thesis to discuss and demonstrate how to achieve mutual promotion between rural industry and rural governance,how to integrate several functions that can promote rural development,and corresponding organizational embeddedness to lay a solid foundation for rural development.Through the introduction of SCP analysis paradigm,this thesis builds the mechan-ism framework featuring the synergy between optimization of rural governance and development of rural industry and demonstrates its possibility.Then through the introduction of advanced experiences of rural grassroots management in Japan,South Korea and Taiwan and empirical analysis of data from previous questionnaires,the rationality is deep confirmed with verification of hypothesis and metrology model.Therefore,it is concluded that through mutual integration between members of village party branch and village committee and leaders of cooperatives and mutual support between village party branch and village committee and cooperatives,we can improve the income of peasants,raise the level of village public service and achieve mutual promotion between rural industry and rural governance in order to improve the mode of rural governance and realize good governance.In the end,corresponded policy suggestions are made based on the different participants of rural grassroots communi-ty management as party committee and government,village party branch and village committee,cooperatives and peasants.
