Research On The Function Optimization Of Grassroots Government In Promoting Rural Tourism Development

The report of the 20 th National Congress of the Communist Party of China pointed out that the most arduous and arduous task for China to comprehensively build a socialist modernized country still lies in rural areas.The issue of agriculture,rural areas,and farmers has always been at the most important position in China.Priority should be given to the development of agriculture and rural areas,and urban-rural integration should be adhered to.The ultimate goal is to achieve rural revitalization,namely,the revitalization of industry,talent,culture,ecology,and organization.The development of rural tourism can promote the integration of rural industries,promote rural revitalization with industrial revitalization,accelerate rural modernization development,enhance farmers’ happiness,increase farmers’ income,broaden channels for income growth and wealth,promote talent attraction,solve industrial development problems,break the urban-rural dual structure,and promote urban-rural integration development.In promoting the development of rural tourism,the grass-roots government mainly plays the role of "timpani" in the band,"mediator" in conflicts,and "woodpecker" in the forest,performing its decision-making and planning functions,organization and coordination functions,and supervision and management functions.L County in Linyi City is located at the junction of Shandong and Jiangsu provinces in the southeast of Shandong Province.It is rich in natural resources and red tourism resources.In recent years,L County has focused on promoting the development of rural tourism.The grassroots government of L County has shown some problems in the process of fulfilling its duties.Taking L County in Linyi City as an example,this article summarizes the current status of rural tourism development in L County and the main functions of grassroots governments in promoting rural tourism development through data review,in-depth research in L County,and interviews with relevant staff.It identifies the problems that exist in the performance of grassroots governments in promoting rural tourism development,and proposes suggestions for optimizing grassroots government functions to better serve rural tourism development and promote rural revitalization.By studying the development of rural tourism in L County,the reasons for the constraints on the performance of grassroots governments in promoting rural tourism development are extended.Drawing on the experience of optimizing grassroots government functions in promoting rural tourism development in Hongcun Town and Anji County of Yi County,the decision-making,planning,organizational coordination,and supervision management functions of grassroots governments in promoting rural tourism development are returned.By improving the professionalism of government public services,establishing a scientific concept for rural tourism development,clarifying a government led collaborative governance model,improving collaborative governance leadership and communication mechanisms,unblocking supervision mechanisms,and increasing supervision of rural tourism related industries,we can solve the bottleneck problems encountered in the development of rural tourism,stimulate the vitality of rural tourism development,and consolidate and expand the achievements of poverty alleviation,Coordinate the layout of rural infrastructure and public services,and accelerate the construction of livable,livable,and beautiful rural areas.
