As the main part of policy implementation,the policy implementation willingness of grassroots civil servants determines the final effect of the policy and is the key factor to transform the goal into the reality.Since the 19 th National Congress of the Communist Party of China,the Communist Party of China has attached great importance to digital transformation,and proposed to accelerate the construction of digital China,accelerate "digital development",and improve the efficiency of social governance.Under the background of digital transformation,policy implementation is also undergoing a new round of "remodeling",the most typical feature of which is the emphasis on the application of technology in the implementation process.However,the negative effects of new technologies at the grassroots level are also of great concern.Therefore,under the background of digital transformation,changes in the way of policy implementation caused by technology will inevitably affect the grass-roots civil servants’ cognition and understanding of the policy,and then affect the final policy implementation willingness.Based on this,this study starts from the psychological level of the policy implementing subjects,pays attention to the psychological feeling of the policy implementing subjects the policy,and draws on Tummers’ s policy alienation framework to focus on the policy implementation willingness under the background of digital transformation.Specifically,this study aims to promote the "internet +supervision" or "random inspection" policy as an example,to study the mechanism of policy alienation on policy implementation willingness,and to discuss how to improve policy implementation willingness.This research first obtains the actual situation of policy alienation and policy implementation willingness of the executives in the " random inspection " policy through interviews,and further revises the research model.Then,we sent out questionnaires to the grass-roots civil servants of the Administration for Market Regulation in District C of Shanghai by using multi-frequency and multistage sampling,and finally we obtained 240 valid questionnaires.Then,we use SPSS 23.0 and MPlus 8.3 to analyze the sample data.The study found that:(1)Policy alienation has a significant negative impact on the policy implementation willingness of grass-roots civil servants;(2)there has a mediating effect between goal acceptance and career commitment in the above effects,and policy alienation will negatively affect the grass-roots civil servants’ willingness to implement policies by affecting goal acceptance and career commitment.(3)There is a moderating effect in the digital transformation climate of the organization.When the digital transformation climate in the organization is high,the negative impact of policy alienation on target acceptance and career commitment,and the negative impact of policy alienation through both will be significantly reduced.(4)Public service motivation also has a moderating effect,the higher the subordinate’s public service motivation,the stronger the mediating effect of goal acceptance and career commitment between policy alienation and policy implementation willingness.Finally,this study puts forward relevant suggestions on how to improve the policy implementation willingness of grass-roots civil servants in practice,such as enhancing the participation of grassroots civil servants in the policy process;strengthening policy publicity and interpretation;pay attention to individual differences and strengthen psychological counseling;pay attention to the training of civil servants’ digital literacy,etc.
