Research On The "Last Kilometer" Problem And Countermeasures For The Implementation Of Rural Coal-to-gas Policy

Xi Jin ping once pointed out that "we want both green water and green mountains,and we also want the silver mountain of gold,and we should actively fight the blue sky defense war".This issue is related to the well-being of people’s livelihood.In recent years,the country has been paying more and more attention to the construction of the countryside,and in the flood of reform,more and more resources have been invested in the development of the countryside,and some good policies for the benefit of the country and the people have begun to emerge,but the implementation of these policies is often blocked at the grassroots level,that is,in the last kilometer of policy implementation,making the original intention and effect of the policy can not be well reflected,and it is difficult to meet the real needs and expectations of farmers.This makes us think: Why does the implementation of rural policies fail at the grassroots level? In the "last mile" of policy implementation,where is the problem,the problem of policy implementation or the lack of policy content or the complex environment,what are the negative consequences?How can such problems be overcome?Through the study of policy implementation theory,this paper forms an analytical framework on policy implementation theory,which analyzes the "problems" of policy implementation from four aspects: policy implementation subject,policy implementation target group,policy instrument and policy implementation environment,and uses this framework to study the implementation of rural coal to gas policy with the applicability of subject object,implementation target and practice.Therefore,this paper takes the coal-to-gas conversion project in rural F of Hebei Province as an example,and analyzes the problems in policy implementation,the causes and response strategies from four aspects.The research finds that the "dysfunction" of the implementation body is the collusion of the two village committees,the insufficient strength of the village organization team,and the inclination of the team members’ interests,and the "negativity" of the target group is the insufficient environmental awareness of the villagers and the confinement of traditional living habits.In addition,the "imbalance" of the policy tools and the complex policy implementation environment,the complex interplay of the four aspects make the implementation of the coal-to-gas policy in rural F deviated from the original intention of the policy.Thus,on this basis,possible countermeasures to improve the policy implementation effect are proposed: the township government plays a leading role,the two village committees play a bridging role,the villagers do a good job of ideological construction,actively cooperate with the participation,reasonably use policy tools,improve the complex environment of policy implementation,and combine multiple aspects of common governance to promote the improvement of the efficiency and quality of rural policy implementation and ensure the good appearance of the original policy intention and effect.
