Investigation And Study On The Implementation Of The Transformation Policy Of Scientific And Technological Achievements In The Institute Of China Academy Of Engineering Physics

Along with the structural changes in the national economy,technological innovation capability is a key force in driving national economic growth.In recent years,China has gradually increased the proportion of investment in technology research to become the second largest investor in the world,yet the efficiency of research input and actual output is poor.As the key to connect science and technology with the market,the transformation of scientific and technological achievements is a new engine to promote economic and social development,and its smooth implementation requires the formulation of relevant regulations and policies to guarantee.At present,many studies have been conducted on the transfer of scientific and technological outcomes and related policies and measures,but the implementation of policies and regulations are generally shallow,particularly from the perspective of researchers,to verify the effectiveness of policies on the transfer of scientific and technological awards.Thesis summarizes foreign and domestic academic research on the transfer of scientific and technological achievements,and analyzes the policy documents issued by the General Office of the State Council on the transfer of scientific and technological achievements from the perspective of policy tools.Combining the policy objectives and policy resources of the comprehensive model of policy implementation and the theory of triple spiral development mechanism,the current situation of the implementation of the policy on transfer of scientific and technological achievements in an institute of CII is explored through in-depth interviews with the personnel of the functional departments of policy implementation and the data collected from the anonymous questionnaires of the policy target researchers,in terms of the implementation of the policy in functional departments,the implementation of incentives for scientific and technological personnel and the policy implementation environment,etc.The main deviations and attribution analysis are described.In view of the current policy implementation dilemma,thesis combines the characteristics and inspiration of the policy implementation of technology achievement transfer in the US and Japan,and gives suggestions to improve the policy from the perspectives of reasonable matching of policy tools,improving the evaluation system of scientific and technological personnel,promoting the motivation of participation,improving policy support,strengthening the awareness of responsibility of functional departments,reasonably allocating social power,attaching importance to policy promotion,establishing innovative technology service institutions and creating a benign policy implementation atmosphere.The suggestions for improving the implementation effect of the policy of transferring and transforming scientific and technological achievements in a certain institute of CII are given.Thesis has some practical significance for improving the implementation effect and level of the policy of transferring scientific and technological achievements in the relevant research institutes,and it can also provide some references and lessons for the governmental functional departments to formulate the regulations and policies on transferring scientific and technological achievements,as well as to promote the research institutes to optimize the ability of implementing the policy of transferring scientific and technological outcomes.
