Research On Implementation Of Digital Government Construction Policy In Hebei Province

With the advent of the digital era,the construction of digital government has become an important way to improve government efficiency and optimize public services.Since the 19 th CPC National Congress,policy documents such as the "14th Five-Year Plan for Promoting National Government Informatization" and the "Guidance on Strengthening the Construction of Digital Government" have been issued one after another.In accordance with relevant requirements,Hebei Province has launched a number of policies,including the "Hebei Special Action Plan for Improving the Service Capacity of Digital Government" and the "Hebei Provincial Work Plan for Promoting the Inter-Provincial General Operation of Government Services".The digital transformation process of the provincial government continues to advance,and the construction of the digital government is in full swing.Therefore,under the double background of the global digital development tide and the promotion of national governance modernization,it is of great practical significance to explore the current situation of the implementation of the digital government construction policy in Hebei Province,analyze the deviation of policy implementation and its causes,and put forward countermeasures and suggestions for optimizing the effect of policy implementation,improving the efficiency of government governance and promoting the government digital transformation.Based on the systematic study of domestic and foreign achievements on digital government construction and public policy implementation,this paper takes the public choice theory,meta-governance theory and policy implementation theory as the theoretical basis,and uses the Smith policy implementation process model as the analysis tool to sort out and evaluate the current situation of the implementation of digital government construction policy in Hebei Province.On this basis,the index elements are selected from four dimensions of policy implementation to construct the evaluation index system of Hebei digital government construction policy implementation,and the overall effect of Hebei digital government construction policy implementation is systematically evaluated by AHP and fuzzy comprehensive evaluation method.According to the construction status and evaluation results,it is found that the policy implementation deviation of digital government construction in Hebei Province is mainly manifested as imperfect policy content,unsatisfactory policy diffusion effect,low participation level of target groups,weak supporting ability of implementation environment.The reasons are mainly attributed to flexible implementation of policies,insufficient implementation ability of the executive body,dislocation of supply and demand of digital government services and unequal distribution of policy implementation resources between regions.In order to improve the implementation effect of digital government construction policy in Hebei Province,countermeasures and suggestions are put forward to improve the policy system of digital government construction,improve the multi-subject collaborative governance mechanism,resolve the contradiction between supply and demand of policies and optimize the environment of policy implementation.This paper makes a systematic analysis of the implementation of the digital government construction policy in Hebei Province,combines the theory of public policy implementation with the reality of policy implementation,enriched the research content of the digital government construction and the evaluation of public policy implementation,which is helpful to improve the implementation effect of the digital government construction policy in Hebei Province and promote the high-quality development of the digital government in Hebei Province.
