After the reform of the tax collection and management system in 2018,there were 720,000 tax officials nationwide.How to stimulate the enthusiasm of the majority of tax officials to start a business,improve the ability and efficiency of tax officials to make the tax officials with a better mental outlook,stronger work ability to work for the development of China’s tax industry,is an urgent problem to be solved.In order to thoroughly implement the Chairman Xi Jinping’s important discussion on cadre assessment,the national tax bureau began to explore "digital personnel" performance assessment since 2014 under the deployment of the State Administration of Taxation.Tax Bureau of W district began to implement digital personnel policy in July 2015,which is one of the earliest attempts of digital personnel assessment policy in the national tax system.In the implementation of digital personnel policy,some achievements have been made,but some problems have also appeared.On the basis of related research in China and abroad,combined with Smith model theory,this paper takes the tax Bureau in W district as the research object.To get the data through interviews,questionnaires and other forms,carry out from the evaluation subject,evaluation policy itself,the being measured object,examine the execution environment such dimensions as W district administration of taxation in the implementation of "digital personnel" assessment policy concrete problems.This paper discusses the reasons from four angles of Smith’s policy model and puts forward countermeasures.These views will enrich the theoretical research on the implementation of "digital personnel" assessment policy in the tax field to a certain extent,and ultimately achieve the purpose of improving the work efficiency of cadres and staff in the tax system. |
