Study On The Participatory Governance Of Residents In Resettlement Communities

The 19 th report proposes to build a social governance pattern of co-construction,co-governance and sharing,strengthen the construction of community governance system,push the focus of social governance to move down to the grassroots level,play the role of social organizations,and realize positive interaction between government governance,social adjustment and residents’ autonomy.Community as the cell of society,and good community governance is the basic guarantee to promote the modernization of national governance system and governance capacity,while strengthening resident participatory governance is the power of source.This paper attempts to study the resettlement communities along with the acceleration of urbanization and industrialization in China and the issues related to residents’ participatory governance.From the relevant concepts of community governance and citizen participation,mainly based on the theory of the governance theory and civil society,on the basis of research results at home and abroad for reference,we select ningbo jiangbei yaojiang community to carry out empirical research,through questionnaire,statistical results as the basis of empirical analysis,concrete analysis the present situation of the residents participate in community governance situation and the existence question,and combination of the government departments,earthly streets,community residents’ committees,industry authority the interview investigation,property management companies,and other units,positive analysis problem causes,mainly divided into three aspects: First,the rapid institutional change is not connect with the governance mechanism that has not yet taken shape;second,the disordered morphological structure is insufficient to integrate with the governance identity that appeals for pluralism;third,the scarce civic spirit is not in step with the rapidly changing governance environment.Finally,this paper combines the theory of governance and citizen participation theory and the empirical results,based on the experience of the domestic same type community practice actively,try to put forward to improve the resettlement community participatory governance efficiency of the countermeasures and Suggestions: the first is to strengthen the residents to participate in the security,to straighten out the parties involved in the main body of power and responsibility relations,further transform government dominant idea,strengthen out of social security,the effective connection village function,let the residents participate in community governance has more passion,more space;Second,in terms of optimizing residents’ participation in the environment,we should make efforts to achieve public space,enhance mutual trust among groups and cultivate social organizations,and try our best to satisfy residents’ right to know,participate,express and supervise their participation in community affairs.Thirdly,in terms of inspiring residents’ enthusiasm to participate,the key is to enhance internal motivation.The main approaches include strengthening citizens’ awareness of education,rebuilding acquaintances’ social relations,improving interest expression mechanism,etc.,and truly forming the transformation of community governance from "want me to participate" to “I want to participate”.
