achieved results is directly related to the effectiveness of the implementation of the rural revitalization strategy.In recent years,most of China’s rural areas have gradually carried out the work of human settlement environment governance,rural development is at a critical stage,whether the rural human settlement environment improvement work can achieve results,not only has a bearing on the improvement of farmers’ living and living conditions,but also reflects the overall appearance of rural areas,but also a major measure for the state to achieve comprehensive rural revitalization.An excellent living environment is not only an important indicator of ecological livability,but also the key to promoting the high-quality development of the rural economy.Improving the living environment in rural areas and building beautiful villages are necessary and important means to achieve rural revitalization.The report of the Nineteenth National Congress for the first time put forward a new proposition for the governance of rural human settlements,the Central No.1 document has paid continuous attention to the three rural issues for many years,and issued a number of policy documents related to the governance of the human settlement environment,in the rural revitalization,the policy has given a lot of attention to the rural human settlement environment,we must do our best to improve the overall appearance of the rural human settlement environment.At present,the governance of human settlements in rural areas has moved from the initial exploration to a better and faster exploration under the efforts of the government.However,from the current governance status quo,there are still some rural areas with poor living conditions,and the governance process is complex and difficult,the villagers do not have enough understanding of the living environment,the governance process is inaction,the degree of cooperation is low,the participation of social organizations is low,and the governance process is basically completely dominated by the government,this form will ignore the role of farmers,cut off the unity of rural subjects and environmental governance,and the government is not strong enough.A series of problems eventually lead to the fact that it is difficult for governance results to meet the actual needs of the masses and it is difficult to form an effective and lasting governance mechanism.Therefore,it is urgent to explore a new rural human settlement environment governance model that can meet the daily needs of the masses and achieve sustainable development,so as to prevent the disconnect between actual governance and the needs of villagers.From the very beginning,District Y has adopted a set of effective rural human settlements management methods and established its own management system,but due to its own particularities and the constraints of various factors,a series of problems have arisen in its governance.The paper is based on the rural revitalization perspective,taking the rural areas of Shaanxi Province Y District as a research case,and conducting in-depth research on the rural living environment in Y District.Taking the theory of human settlements,collaborative governance and public governance as the relevant theoretical basis,systematically sorting out the content of rural human settlements governance,and combining relevant literature and field investigations,the problems existing in rural human settlements goverrnance in District Y are analyzed,and it is believed that the governance results are not significant,the infrastructure and public service system is not perfect,the lack of long-term governance mechanisms,and the imbalance of government governance work is the current Y The main problems in the governance of the rural human settlement environment in the district are that the villagers’ cognition is insufficient,the funds are scarce,the investment is insufficient,the main body is single,the participation of villagers and social organizations is low,and the imbalance in regional development is the main cause,and finally put forward the optimization of publicity methods,enhance the villagers’ awareness of governance,increase the strength of financial security,build a new pattern of diversified governance subjects,establish a normalized governance mechanism,etc.,and learn from excellent advanced experience at home and abroad,in order to further promote Y through publicity,investment,supervision,etc.of all parties The work of rural human settlement environment governance in the district develops better and faster,and finally shows a good appearance of the living environment and forms a good governance atmosphere as soon as possible.
