Research On Problems And Countermeasure Of The Construction And Operation Of Comprehensive Governance Center In J County Of Sichuan Province

Social governance is an important aspect of state governance,and good social governance is the prerequisite and guarantee for social harmony and stability and for people’s well-being and work.Over the past 40 years of reform and opening-up,China has created a miracle of both economic development and social stability,making China one of the most secure countries in the world.Social governance based on joint contribution,common governance and shared benefits is indispensable for the people to live and work in peace and stability of the country.With rapid economic and social development,orientations for value are becoming more diverse,and various conflicts and risks are intertwined,placing higher demands on the system and methods of social governance.According to the report of the 19 th CPC National Congress,we need to foster a social governance pattern featuring joint contribution,participation,and shared benefits,strengthen the social governance system,and improve a social governance system featuring party committee leadership,government responsibility,social coordination,public participation,and legal guarantee,so as to make social governance more socialized,law-based,intelligent,and professional.Today’s society pays attention to the maximization of work efficiency,and the integration of multi-party data information into a platform has become a normal embodiment of information and intelligent construction.Social Security Comprehensive Governance Center is an important platform and starting point for innovating social governance,deepening the construction of peace and maintaining social harmony and stability under the new situation.It is a "platform for real combats" in intelligent social governance and a concrete practice of promoting the modernization of municipal social governance.J county of Sichuan province,one of the first spearheads in groping for country-rural standardization,is the centred district of level-thee Social Security Comprehensive Governance Center,which actively explores the aspects involved in primary governance and has realized remarkable achievement.However,problems including insufficient plans in top design,insufficient coordination between government departments together,different quality of the member staff involved,imperfect integration of information and etc.expose.Based on the relevant research of domestic and foreign scholars,this paper takes public governance theory and polycentric governance theory as the theoretical basis and actively constructs a reasonable research framework.By literature research,field visits,case studies,such as for specific research method,this paper has a comprehensive understanding of construction of J county of Social Security Comprehensive Governance Center of Sichuan,forms the present situation of the construction and development of Social Security Comprehensive Governance Center of Sichuan,comprehensively combs and sums up the current main functions and duties,construction and operation of general situation,main characteristics of Social Security Comprehensive Governance Center,It also summarizes the management and operation of J County comprehensive control Center under normal and abnormal emergency situations（flood season,major nodes and other emergency situations）.J county are emphatically studied on main problems of the construction of county-rural level-three Social Security Comprehensive Governance Center and relevant reasons are analyzed.It also concluded the analysis about insufficient plans in top design,insufficient coordination between government departments together,different quality of the member staff involved,imperfect integration of information data which can’t meet the demand of estimate and reason analysis.It also puts forward countermeasures and suggestions to continuously improve the socialization,standardization,intelligentization and specialization level of the comprehensive control center based on the principle of co-governance,the guarantee of system,the drive of scientific and technological innovation and the construction of professional teams.Continuously explore how the government can effectively build and use the comprehensive governance information platform means and path,further enrich and improve the existing theoretical research results,to provide reference for the construction of other comprehensive governance centers at the primary level in China.
