Research On The Practice And Optimization Of The Social Governance Reform Of "running To One Place At Most" In County C, Zhejiang Provinc

At present,China’s national economy is developing at a high speed,but in recent years,China is undergoing major changes in population composition,organization mode and people’s values.The traditional bottom-up management mode is far from being satisfied with the current society,especially in the "vacuum" zone in grass-roots governance,which was previously ignored in the process of the alternation of new and old systems,Slowly exposed many problems.At present,China’s social conflicts are mainly reflected in several fields such as economy,politics,society,culture and ecology,among which the problems of land acquisition and demolition,labor capital relations and environmental governance are particularly prominent.This shows that in order to deal with new situations,new problems and new challenges,we must reform in order to deal with this complex new situation.As a relatively independent and complete administrative organization,county plays an important role in the national governance system.In the new era of comprehensively deepening reform,in addition to the importance of top-level design,the research on reform pilot is also an indispensable part of development.Over the years,Zhejiang has made many explorations in promoting the construction of service-oriented government,functional transformation and deepening the reform of decentralization,management and service.However,there is still a phenomenon that the masses need to "run repeatedly" or even "run nowhere" when they encounter contradictions and disputes.Therefore,it is of great significance to study the reform of "running at most one place" in 2019.This reform is also an important exploration for the transformation and innovation of social governance system from the perspective of holistic government.Taking the "one place at most" reform in County C of Zhejiang Province as the research object,focusing on the innovation of grass-roots social governance,and guided by the theory of service-oriented government and holistic government,this paper gives a panoramic description of the current situation of the central operation mode of "one center integration,one-stop acceptance,one-stop solution and integrated operation" of the "one place at most" reform in County C of Zhejiang Province,Finally,benchmarking originally built the center into a "main window" reflecting social conditions and public opinion,a "headquarters" for preventing and resolving risks and a "terminal" for resolving contradictions and disputes,practically achieved the general goal of "finding a way to say" when people encounter problems,and analyzed the problems existing in the reform of "running to one place at most".Based on the reform experience of Anji County and Tonglu County in Zhejiang Province,combined with the analysis the cause,this paper puts forward the measures to improve the "one place for more" in C County.Finally,this paper will return to the core of the paper,and put forward that the leadership of Party construction is the soul of grass-roots social governance,the overall government is the general direction,the people-centered is the core,and the digital reform is a new concept,hoping to provide a new solution for the "one place at most" reform in C County.
