A Study On The Changes Of Basic Level Social Crime Governance Models(1949-2019)

Since the founding of the People’s Republic of China,the crime management model of the grassroots society in China has undergone many changes.The changing model and its laws deserve research and analysis.This article uses Zhuji’s practice on crime governance as a research model,and explores China’s crime governance situation from the founding of the country to the framework of the theoretical analysis of the formation background of the governance model,its practice in Zhuji,and its connotation.According to the development stages of China’s social,economic,and legal systems since the founding of the People’s Republic of China,the changes in the crime governance model can be divided into three stages:the general governance period before the reform and opening up from 1949 to 1978,and the social transformation period after the reform and opening up in 1978.The period of comprehensive governance and the period of multi-governance gradually after 1997 Although these three stages are not clear-cut and there is overlap between governance methods and governance conditions,the division of phases can make it easier to examine the modes and characteristics of crime governance in each period.On the whole,the crime governance model at each stage is deeply affected by the background of the time and the historical environment,especially compared with the total amount of governance resources in each period and the state and society’s power on crime governance.relationship.From the perspective of the subject of governance,the change is mainly from the unitary crime governance model with the state as the absolute dominant force to the state-dominated socially assisted governance model,and further towards the state’s pluralistic governance model of crime.From the perspective of governance methods,the governance of grass-roots society has evolved from sports governance in general governance to institutional governance in multiple governance,from "management" to "governance" to "rule of law".The concept of governance has also changed to good law and good governance.Core modern governance conceptsIn order to realize the modernized governance of good law and good governance,it is necessary to take the plural governance model as the development direction of China’s grassroots social crime governance.How to further strengthen the construction of a multi-governance model requires the establishment of a sound criminal legal system,the promotion of criminal justice reform,and trial-centered criminal litigation reform.At the same time,we will increase the cultivation of society,improve the ability of society to self-government,and realize the joint participation of the state and society in crime management.
