The Dilemma And Countermeasures Of Government Led Community Foundation Participating In Community Governance Research

Innovation of social governance system is an important part of promoting the modernization of national governance system and governance capacity.The report of the 19 th National Congress of the Communist Party of China clearly proposes to build a social governance pattern of CO governance and sharing.As one of the diversified subjects of community governance,community foundation has been actively providing public services since its establishment,and has gradually become an important platform for sharing government functions and community governance,playing an important role in participating in community governance.However,our community foundation started late,restricted by the factors of insufficient internal construction,insufficient external resources aggregation,insufficient credibility and social legitimacy,there are many problems in its participation in community governance.In addition,most of our community foundations are established and operated by the government.This paper focuses on the difficulties and Countermeasures of the government led community foundation participating in community governance,and puts forward feasible suggestions.Based on resource dependence theory and governance theory,this paper analyzes the localization development mode of W community foundation,the first community foundation in Sichuan Province.From the perspective of government led community foundation participating in community governance,this paper summarizes the existing results by consulting domestic and foreign literature and conducting semi-structured interviews,and finds out the difficulties and reasons for its participation in community governance Finally,this paper puts forward some suggestions to improve the government led community foundation's participation in community governance from two aspects: internal self construction and external resource expansion.The construction and development of government led community foundation is the innovation of community governance,and its participation in the process and role of community governance need to experience some practical tests.As the leader and promoter of the community foundation,the government needs to give more attention and support to the community foundation,form an effective path for the community foundation with Chinese characteristics to participate in community governance,and realize the new pattern of community governance of CO governance and sharing.
