Research On The Improvement Of Governance Effectiveness Of Hub Social Organizations From The Perspective Of Resource Dependence

The report to the 20th National Congress of the Communist Party of China proposed to promote the rejuvenation of the Chinese nation in an all-round way through Chinese-style modernization.The new thought of "Chinese-style modernization" provides a new theoretical perspective for us to carry out in-depth research on the modernization of Chinese-style community governance.With the proposal of relevant governance concepts,giving play to the governance ability of social organizations has become an important part of improving the modernization level of grassroots governance."Hub social organization" plays an important role as an "intermediate link" under the superposition of multiple policy backgrounds,such as the shift of the national governance focus,the government adjustment of social management functions to purchase public services,and the innovation of social organization service mechanism.It effectively promotes the process of social organization’s participation in community governance and grassroots social development,and promotes the optimal allocation of social governance resources.To explore the reasons,the reason why the hub type social organization can provide a good demonstration and driving role,provide positive help for community development in human and material resources,and help the continuous development of community construction is that it can effectively coordinate and mobilize the most extensive and effective governance resources to participate in cultivating the development of community social organizations and promote the positive interaction of social governance resources.Promote community construction and innovate the whole process of community governance.From the perspective of Resource Dependence theory and from the development stage of resource dependence,this paper proposed and verified the resource interaction logic of the function of hub social organization.From the perspective of mobilizing social governance resources of hub social organization,it can be summarized as follows:There are three stages of "resource connection and introduction","resource use and matching",and "organization independence and perfection".At the same time,the operation law and practice path of optimizing governance effectiveness are discussed in combination with specific case background of the three stages.Hub social organizations play an important role in coordinating social resources,guiding the development of community social organizations and meeting the needs of community residents.At the same time,in order to get rid of the single dependence on the government,in the actual operation process,the hub social organizations began to actively explore external resources,expand the sources and channels of resources,so as to achieve self-independent growth and improvement,and constantly improve their social service capacity and quality,so as to drive the community residents to jointly manage various community affairs and promote the continuous improvement of community governance.Using the method of case study,this paper selects "Lixia Public Welfare Development Center for Good Governance" in Lixia District,Jinan City,and the social organizations and the communities and residents they serve as research objects.Multiple organizations and research objects are integrated into the unique social governance community of "hub social organization" as a case study.The semi-structured interview method of qualitative research is used to conduct in-depth interviews to obtain relevant content.The role played by Lixia Center for Good Governance and Public Welfare Development in participating in the governance of grassroots communities is deeply analyzed,and the problems existing in the process are analyzed,the logical structure behind the complex social resource interaction is explained,and reasonable and targeted optimization suggestions are put forward.
