A Study Of Assessment Method Of City Emergency Response Capability

With the rapid development of China’s economy and society, the cities have gathered numerous population and wealth. At the same time, all kinds of emergencies emerged endlessly, which bring a great threat to people’s life and property security.The cities have been strengthening the construction of the emergency ability, which has played a positive role in the practical application. But how to assess the emergency ability level of a city, find out the weakness and put forward improvement measures have great significance to ensure the urban sustainable development.In this paper, the main research work of the city emergency capability assessment is as follows:First of all, the background、significance and technical route of the research are elaborated in this paper, as well as the city of emergency ability foundation.Second, preliminary set up the index system of city emergency capability assessment from the whole cycle of emergency management view based on comprehensive literature precipitation. Optimize the index system by factor analysis method, and determine index weight using the variation coefficient method.Then, the classification of the city emergency ability level has been studied, and the city emergency capability assessment model is constructed.Finally, apply this evaluation model to the emergency capability assessment in city T, and put forward improvement measures in view of the assessment results.
