Aimed at the problems that the public emergency management system in our country is not perfect enough at present and there are still weak links in the emergency management work, Based on further research on Theoretical results and practical experiences of public emergency management at home and abroad, the paper first comparatively analyzes the differences on emergency management between China and Japan and then sets up scientific and efficient evaluation index system of city comprehensive emergency response capability of sudden public events,which are meaningful to further improve the theory of emergency public affair management in China, set practical and effective emergency plans and optimize emergency management system.China takes a kind of preventing calamities system focus on processing results while Japan focus on prevention by compared. Take "7.21"torrentioal rain in Beijing as examples, Summarize the advantages and disadvantages of emergency models in Beijing, especially point out the shortcomings of public emergency management system in Beijing city. According to our country's development history, natural geography environment, human environment and so on, combination with Japan's experience in emergency management, an emergency management mode optimization program that involves emergence plans writing and emergency early-warming mechanism is proposed. Based on that,evaluation index system for emergency response capacity is built, which includes 11 senior level indexes, 11 second level indexes and 34 third-level indexes. Senior level indexes, divide according to the process of disaster, are composed by pre-disaster monitoring and warning ability(B 1), in-disaster emergency rescue ability(B2), post-disaster emergency recovery ability(B3). Combined weight based on G1 method-entropy method. is determined by integrating subjective and objective weighting method.Based on the principle of minimum deviation, the calculated optimal weight proportion is each accounted for 50%. The calculation result shows that pre-disaster monitoring and warning ability (B1) has the heaviest weighting, accounted for 38.8%,followed by in-disaster emergency rescue ability (B2), accounted for29.5%,post-disaster emergency recovery ability (B3) affects the least, only accounted for 25.4%.Three-level fuzzy comprehensive evaluation method is used for comprehensive evaluation for emergency capability of cities public emergency. Take Qingdao city for example, the application of the evaluation process is described in detail. In view of the evaluation results, in general, the ability of public emergency capability in Qingdao city is in excellent level. Evaluation level of emergency rescue drill and post-disaster compensation ability only is general, early warning information collection and processing and investigation evaluation of post-disaster loss behave well. In view of the above problems, the paper puts forward suggestions on strengthening the management of public emergency in Qingdao city, which includes 3 aspects: (1) establish a practical and operational plan system, strengthen emergency drills, (2) establish comprehensive and grid warning information system, (3)establish efficient, advanced and complete city emergency management financial guarantee system.
