Influencing Factors And Improvement Paths Of Urban Community Resilience Under Epidemic Prevention And Control

The sudden outbreak of COVID-19 at the beginning of 2020 has been a huge test for the economy,politics and people’s life in China and beyond.As the basic unit of urban governance,community has become an important carrier of urban epidemic prevention and control.Traditional community methods of disaster prevention and reduction have been unable to meet the needs of prevention and control in the post-epidemic period.Therefore,resilient community has become an important direction of community construction and development under the background of emergencies.So,what is the current level of community resilience and what are the problems? How to deal with it?Therefore,on the basis of explaining concepts and theories related to community resilience,this paper aims to summarize the descriptive dimensions of community resilience through literature reading,select explanatory variables from the individual level with community resilience as the outcome variable,design a questionnaire based on the discussion of the outcome variable and explanatory variable,and conduct regression analysis of influencing factors of community resilience according to the results of the questionnaire.Explore the impact of assessment indicators at the individual level on each descriptive dimension of community resilience,and find out the existing problems in the current construction of community resilience.It includes the lack of resource elasticity leading to significant differences in the development of resilience level of urban communities,the significant inhibition of the motivation of main residents to participate in policy interaction from the perspective of "resource-power-decision-making",the inertia of one-way communication resulting in the asymmetry of emergency information in the mechanism of urban community residents’ self-governance,the decoupling of information platform construction and information disclosure level from the actual community grass-roots governance,and "emergency response" The construction of "plan think tank" is seriously lagging behind: the lack of autonomous ability and innovation ability at the grass-roots level,the failure of grass-roots governance supervision,rotation and guarantee,and the self-adjustment and inactivation of emergency error correction mechanism.On the basis of analyzing the existing problems in community resilience,through establishing and improving the socialist new community emergency management mode,promoting the construction of "Internet +" grassroots emergency information release platform,real-time monitoring the change of the pressure threshold data of community grassroots resilience structure,improving the adaptive ability and opening up the channel of grassroots emergency management policy cycle.To enhance the resilience of Chinese communities,we should establish and improve a flexible and rapid two-way community communication system,and empower grassroots communities to mobilize public resources within the region and access systems outside the region in case of emergency.
