In recent years,urban emergency management and urban resilience have gradually become the main focus of research on the sustainable development of cities in the future due to the huge impact brought by the outbreak of epidemics and urban emergencies.Shanghai as an international metropolis and the national economic center,if you can’t maintain good toughness of city emergency management level,the city will be a great threat,will certainly to the urban construction and urban economic development have a huge negative impact,so the rational utilization of urban public data,which is based on subjective and objective of the scientific method,reference city laws and regulations,build resilience assessment system of city emergency management,preliminary assessment toughness of urban safety and urban emergency management present situation to become the top priority in the work of the urban development and the present stage.Based on the Pressure-State-Response(PSR)model,this study attempts to explore the influencing factors of urban emergency management resilience,select relevant indicators,and conduct a longitudinal evaluation of Xuhui District in Shanghai from the pressure layer,state layer and response layer.Based on the understanding of the current situation of the city and the trend of changes over the past years,and combining with the urban evaluation system,this paper provides a scientific basis for the decision-making of the future development of the city and the allocation of urban resources.
