With the continuous development of China’s economy and society,the number of the elderly population is increasing,and the proportion of the elderly population in the total population is gradually expanding,and the problem of providing for the aged is becoming increasingly prominent.From the current trend,China’s aging speed will rise with a higher slope in the future.During the "14th five year plan" period,China may enter a moderately aging society,and the proportion of the population aged 65 or above in the total population will exceed 20% after 2030 By then,China will enter a society of severe aging.With the increasing burden of the pension and retirement security system and the increasing amount of financial subsidies,the pension shortage will become the most difficult problem faced by the government.Our government has always attached great importance to the work of providing for the aged,and has issued a number of policies and measures to solve the problem of social providing for the aged,in order to alleviate the pressure of family providing for the aged and promote the harmonious development of society.The purchase of home-based care services by the government means that the government cooperates with social organizations to provide home-based care services for the elderly.In this way,we try to establish a multi-faceted pension service system,encourage social capital to participate in public services,expand the leverage of policy purchase,and constantly change government functions,so as to realize "the elderly have a sense of security and happiness".Moreover,the decentralization of the government,the development of social organizations and the participation of social workers also provide the necessary conditions for the government to purchase home-based care services.However,due to the unclear definition of service subject,the mismatch of service supply and demand,the lack of corresponding supporting funds and the lack of evaluation mechanism,only the first tier cities such as Beijing and Shanghai have achieved relatively good results.The second and third tier cities represented by our city are facing the dilemma of government purchasing home-based care services.At present,the aging level of Wanbailin District,Taiyuan City,Shanxi Province has reached 12.27%.With the first generation of only child parents entering the ranks of middle-aged and elderly people,Taiyuan city will usher in a wave of elderly care climax during the "fourteenth five year plan".Wanbailin District government actively calls on the state to actively promote the government’s purchase of home-based care service mode.However,most of the old people in this area adopt the mode of family members supporting the elderly at home,and a few of them live in elderly care institutions for the elderly.The traditional mode has been difficult to meet the needs of the real society,so it is urgent to promote the new mode of government purchasing home-based care services.This paper mainly analyzes the causes of the problems from three aspects: the supplier(government),the undertaker(Social Organization)and the demander(the elderly).Based on the analysis of the existing problems and reasons in the practice of home-based care services purchased by the government in Wanbailin District of Taiyuan City,the author puts forward some suggestions to improve the home-based care services purchased by the government in Wanbailin District of Taiyuan city. |
