Research On The Government Behavior Of Promoting The Village-level Collective Economy In Quangang District

The 19 th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization,deepen the reform of the rural collective property rights system,and develop and expand the rural collective economy.Therefore,the healthy development of the Village-level Collective Economy will inevitably be inseparable from the guidance and support of the local government.However,from a realistic perspective,there are still many unsolved problems for local governments in promoting the development of the Village-level Collective Economy.Therefore,in the promotion of the development of the Village-level Collective Economy,in-depth research on the optimization strategies of local government behavior is of great significance in the current environment of the country’s implementation of rural strategies.This is not only conducive to the development of rural modernization,but also a comprehensive manifestation of the government’s governance capabilities.Based on the clarification of government intervention theory and synergy theory,this article uses literature analysis and social survey methods to analyze the current situation and development of the Village-level Collective Economy in Quangang District.Analyze government behavior and its achievements,explore the problems of a series of government behaviors in Quangang District and analyze the reasons in depth,and finally summarize the government behavior measures to optimize Quangang District to promote the development of the Village-level Collective Economy.This article believes that Quangang District’s government actions in the development of the Village-level Collective Economy have problems such as insufficient development concept guidance,policy support,integration of resources,collective asset supervision and insufficient training of professional talents.The main reasons are it lies in the fact that the government pursuing maximizing benefits,the government-run mindsetsolidified,and the malpractices of the government assessment system.In the process of vigorously implementing the strategy of rural revitalization,the local government of Quangang District should explore suitable development paths,strengthen policy support,continue to improve systems and mechanisms,strengthen collective asset management,and pay attention to the construction of talent team to promote village-level collectives.
