Research On The Functions Of Township Governments In The Development Of Village-level Collective Economy

To comprehensively promote rural revitalization,the development and growth of the village-level collective economy is the key.As the "first responsible person" for rural revitalization,the township government is particularly important in how to play its role in the development and growth of the village-level collective economy.At this stage,the township government still has many shortcomings in promoting the development of the village-level collective economy.Therefore,discussing the functions of the township government in the process of the development of the village-level collective economy,clarifying the function positioning and existing problems of the township government,and fully and effectively playing the role of the government are of positive significance for promoting the development and growth of the village-level collective economy.In view of this,this article takes the government of Henggang Town,Ruichang City as the research object,uses service-oriented government theory and government intervention theory,and combines literature analysis,field investigation and case analysis to integrate the actual growth of the village-level collective economy in Henggang Town.Situation,sum up experience and lessons,deeply analyze how the function positioning affects the development of the village-level collective economy,and on this basis,make suggestions for the optimization path of local government functions.Through research,it is found that due to the influence of local government management concepts,pressure-based systems,unreasonable allocation of government powers and responsibilities,and unclear positioning of local government functions,the government functions in Henggang Town in the process of village-level collective economic development.Weak policy-making capabilities,insufficient financial assistance to support the performance of government functions,lack of evaluation and supervision of the government ’ s performance of functions,unreasonable division of labor within the government,and insufficient copartnership between the government and non-governmental organizations.For this reason,the local government in the development of the village-level collective economy in Henggang Town must further enhance the government’s policy-making ability,clarify the scope of powers and responsibilities of the local government,integrate resources to optimize the development layout,improve the organization and division of labor,enhance the evaluation management mechanism,and reinforce the township government services Functions,such as building a service-oriented government,encouraging non-governmental organizations to actively participate,and coordinating measures to boost the growth of the village-level collective economy.
