The Investigation Research Of Village Level Collective Economic Development In The Government Support Behavior In Wanyuan City

In China,village collective economy is an important part of rural economy.The development and expansion of village collective economy is an important measure to consolidate our party’s ruling base in rural areas and improve party organization in rural grassroots organization force cohesive force;it is an important measure to solve the problem of rural self-development and realize the common prosperity of the whole people;it is an important safeguard which consolidating and expanding poverty alleviation efforts is in line with comprehensively advancing rural vitalization and which accelerating the modernization of agriculture and rural areas.For the past few years,the Government of Wanyuan city has taken various measures to develop the collective economy at the village level,which has played an important role in achieving comprehensive poverty alleviation.In the new stage of development,it is a problem that needs to be solved at present that how the government optimizes its supporting behavior to develop and strengthen the village collective economy.Firstly,thesis takes government support behavior in the development of village-level collective economy in Wanyuan city as the research object.It follows the research path of finding problems,analyzing problems and solving problems.Secondly,the research methods of literature research and questionnaire or interview survey were used.It was based on The New Public Service Theory,Theory of government behavior and Market Failure Theory to get the research results which carrying out investigation and research from three aspects of government guidance,factor guarantee and mechanism supervision.Then,the study gets the survey results through descriptive analysis.The study found it was insufficient in the aspect of the policy guidance,planning guidance and project support about government guidance of government support behavior in the development of village-level collective economy in Wanyuan city;it was not prominent in the aspect of the synergistic participation of the financial support,talent support and collaborative participation of government support behavior in the development of village-level collective economy in Wanyuan city;it was not obvious in the aspect of the effectiveness of management mechanism,supervision mechanism,assessment mechanism about mechanism supervision of government support behavior in the development of village-level collective economy in Wanyuan city.By examining the direct matching relationship between the means adopted by government support and the target,the research points out that the main reasons for the problem are insufficient government attention,insufficient input of relevant factors and imperfect supervision mechanism.Finally,thesis puts forward the countermeasures and suggestions to strengthen the supervision of the mechanism of ensuring the implementation of prominent elements of policy guidance to optimize the government support behavior in the development of Wanyuan village collective economy,and provide reference for the development and expansion of Wanyuan city government village collective economy based on analyzing of causes targeted.
