Research On Urban Community Governance Of Wujing Sub-district Office Of Kunming City From The Perspective Of "Three Governance Integration"

For national governance,grassroots social governance is a very important part;For the construction of national governance system,grassroots social governance system is a crucial basic content;In the process of building the system,the community plays an important role in carrying out national policies,maintaining social stability at the grass-roots level and meeting the needs of the people.Building a community-level social governance system that integrates autonomy,rule of law and rule of virtue is a powerful measure to modernize China’s governance system and capacity.As the current model of grassroots social governance in China,the construction of "integration of autonomy,rule of law and rule of virtue" has achieved good results,but it also faces some obstacles and difficulties in the concrete practice of governance activities.We need to find the "key" for better integration of the three,and promote the high-quality integration of the three to improve the governance level of grassroots society in the new era.From the current point of view,with the sustainable and steady development of economy,China’s urbanization process is accelerated,the level of improvement,will create more and more cities and their basic units-urban communities.In urban governance,we need to lower the focus of urban governance and lower the strength of urban governance,and work hard to solve prominent problems.In particular,we need to make great efforts to improve urban community governance.Improve the quality of governance to meet the aspirations of urban residents for a better life in their communities.Therefore,it is necessary for us to study urban community governance in depth,and how to effectively integrate and develop the three elements of urban community governance model--autonomy,rule by law and rule by virtue has become the core of community governance research.After the 18 th National Congress of the Communist Party of China(CPC),the CPC Central Committee clearly proposed the establishment of a community governance pattern integrating autonomy,rule of law and rule of virtue.It required that problems should be found in urban and rural governance practices,causes should be analyzed,and countermeasures should be put forward,so as to give better play to the integration and coordination mechanism of the three,form an efficient social governance pattern,and achieve the goal of good governance at the grassroots level.In this paper,11 communities belonging to Wujing Sub-district Office of Kunming City are taken as the research object,and the rule of law and rule by the "three integration" cure of specific management practice as the research object,analyzing the existing limitations,and on the basis of the theory of community governance,etc,grassroots social governance at home and abroad for reference,especially experience to draw lessons from other urban community governance innovation put forward optimized path,improve the ability of urban community governance,Improve the governance structure.This paper first introduces the background and significance of the topic,the summarization and innovation of the research by domestic and foreign experts and scholars.,the summarization and innovation of the research by domestic and foreign experts and scholars.Secondly,it explains the related concepts and theoretical basis,analyzes the connotation of autonomy,rule by law,rule by virtue and the relations among the three.Next,the process and practical experience of urban community governance in China are respectively elaborated,and the basic situation of promoting autonomy,rule of law,rule of virtue and integration of the community under the street is summarized.The existing problems and causes are analyzed,and the following problems exist in the "integration of three governance" in Wujing Sub-district Office:Autonomy,rule of law and rule of virtue need to be improved.Specifically,weak autonomy ability restricts the effect of rule of law and rule of virtue,imperfect rule of law construction weakens autonomy and guarantee of rule of virtue,and contempt of rule of virtue increases the cost of autonomy and rule of law.Finally,countermeasures and suggestions are put forward to optimize and improve the construction of "three governance integration" in Wujing Sub-district Office community governance:improve the autonomy mechanism of the subordinate community to strengthen the rule of law and moral rule,improve the rule of law construction of the subordinate community to protect the autonomy and moral rule,promote the construction of moral rule of the subordinate community to empower the autonomy and rule of law.
