Rural grassroots governance is not only an important part of the modernization of national governance system and governance capacity,but also an important cornerstone for rural revitalization.China’s rural grass-roots governance is in a transitional period from management-oriented to autonomy-oriented.More emphasis is placed on the orderly participation of rural residents in the governance of village-level affairs,and multiple subjects are encouraged to participate together to form a good relationship of mutual cooperation among all subjects.The 19 th CPC National Congress proposed to improve the rural governance system combining autonomy,rule of law and rule of law.All these have pointed out the direction for the further improvement of the grass-roots governance system in China.Based on the "three combination" cure,under the guidance of rural governance ideas from L area actual embarked on the investigation and study,the H L district town autonomy in rural social governance,the rule of law,moral practice,existing problems and the reasons were analyzed,and based on this put forward effective countermeasures and suggestions,and other economic and social development situation of rural governance work provide reference value in similar area.First of all,the development of rural governance research is sorted out,and the necessity,path and influence of improving the rural governance system combining autonomy,rule of virtue and rule of law are analyzed.Second,emphatically from the autonomy,the rule of law and moral practice of three aspects,the analysis of H L district town in rural governance to promote the "three combination" cure that exist in the rural governance system of the power shortage,the "three combination" cure of collaborative governance imbalances,"three combination" cure rural governance system of role play is not enough,"three combination" cure reality problem such as rural governance system has not been institutionalized.Needed by party organizations at the grass-roots level,therefore,lead to rule,autonomous rule of organic combination of rule of virtue,a sound system of multiple subject collaborative governance system,pay attention to play the "three combination" cure governance system of the overall effect and other measures to perfect the system of rural governance mechanism,give full play to the rural governance in the country,rural revitalization of the main role in the process of building a better,more efficient order of rural governance,promote rural revitalization of the ground to carry out the development strategy,to walk road of the rural good governance.
