Research On The Autonomy,Rule Of Law,Rule Of Virtue "Integration Of Three Governance" In Community X In Xihu District,Nanchang City

Under the new development situation,the governance system of "the integration of three-rule " has been beneficially explored throughout all over the country,and has gradually become the great significant model of grassroots social governance,an inevitable choice for the modernization of urban community governance,and plays a pivotal role in leading community governance to "good governance".Therefore,this paper analyzes the role of community autonomy,rule of law,rule of virtue and the integration of the "three-rule governance" in grassroots governance through five methods: historical and logical unification method,literature analysis method,case analysis method,interview method,and experience summary method.Autonomy is the cornerstone of effective urban community governance,rule of law is the guarantee of orderly governance of urban communities,and ethical governance is an efficient supplement and support for urban community governance.Therefore,in governance,we must attach importance to the cooperation and integration of the "three governance".This paper relies on the combination of theory and practice as a whole,on the one hand,it explains the community "three-rule integration" governance system from the theoretical level,and explains the necessity of the "three-rule integration" governance system in the new era by analyzing the specific connotation of autonomy,rule of law,and rule of ethics and the interrelationship between the three,and also analyzes the significance of the "three-rule integration" for the modern society from a theoretical point of view,and the governance system of "three-rule integration" conforms to the changes of community contradictions.Fully demonstrating the value pursuit of "people-centered" is the embodiment of the Chinese road spirit of community governance,and it is also the inevitable choice and only way for the modernization of community governance and good community governance.On the other hand,based on the practical basis of community governance,this paper analyzes the specific operation of "three-rule integration" in community governance based on specific practical cases.By summarizing the reasons for the lack of community autonomy,rule of law,rule of virtue and "integration of three governance",this paper finds that the lack of community autonomy shakes the foundation of rule of law and rule of ethics,and the lack of rule of law construction weakens the guarantee of autonomy and rule of ethics.The neglect of rule by virtue increases the cost of autonomy and rule of law,and the imbalance and insufficient development of community "three-rule integration" leads to the dilemma of community governance.Finally,this paper proposes how to improve the targeted practice path of community integrated governance from the aspects of improving the autonomy foundation of "three-rule integration",improving the guarantee of the rule of law,creating an atmosphere of ethical governance,and improving the governance mechanism of "three-rule integration".
